The Government of Uganda has long recognised the need for evidence-based policy-making as being central to its advancement in general and poverty reduction in particular. This recognition is demonstrated in part by the emphasis that Government places on monitoring and understanding the socio-economic dynamics and impact of its policies and programmes. To support its systems, the Government received a grant from the United Kingdom/DFID for strengthening evidence-based decision making in Government. The Office of the Prime Minister (OPM) now wishes to recruit to the following position

Job Purpose
To strengthen the capacity of the Office of the Prime Minister to make more efficient and intensive use of empirical evidence in the assessment of public policies and programmes.
Qualifications and Work Experience
. Must have Bachelors of Science in Statistics, Social Science, Development Studies or Arts in Arts from a recognised University/Institution
. A Masters Degree in any of the following disciplines: Statistics, Economics, Development Studies or Policy Analysis from a recognised University/Institution
. Must have a minimum of 10 years experience in Policy Analysis, Performance assessment, Performance Management, Monitoring and Evaluation or a related field
. Additional training in Monitoring and Evaluation is a requirement
. Be familiar with Government of Uganda programs and its operations, especially the National M&E policy
. Be able to provide high level guidance to Government in strategies for effective policy implementation
Duties
. Assist in the formulation of National Policy and Strategy frameworks for rationalising and harmonising the roles, responsibilities and minimum standards of institutions in the generation and use of monitoring and evaluation data in policy and planning.
. Strengthen the quality and timeliness of semi-annual strategic performance reporting to Cabinet, and assist in dissemination and follow up of key actions.
. Advice on the harmonisation and alignment of Development Partner interests into Government policies and frameworks, including the Joint Budget Support Framework
. Assist in the establishment of a national evaluation facility to finance, coordinate and disseminate public policy and programme evaluations.
. Support the strengthening of OPM’s effective engagement with sectors in the provision of timely and quality performance information.
. Any other related duties as may be assigned from time to time.
