Consultant: Cardno Emerging Markets (UK) Ltd has recently submitted an Expression of Interest (EOI) with regard to this project and hope to receive information about short listing in the very near future. Cardno Emerging Markets (UK) Ltd have a long history of working on long term assignments in Southern Africa for the EC, including in Swaziland, Namibia and Malawi for example. Skills and Experience: The contract is supportive of the EU’s backbone strategy on providing TA with some experts assisting with Project Implementations, whilst others will solely focus on training and capacity building It is anticipated that both the Technical Advisor and the Capacity Development Expert will be expected to have the following Skills and Experience:- • At least 10 years of professional experience working in the field of international development • University Degree e.g. in Economics, Business Administration, or other relevant qualification, . • Proven previous experience (at least five years) working on long-term EDF Technical Assistance (TA) assignment/s to an NAO support project/programme • Experience in EDF programme management with proven practical knowledge of EDF rules and regulations processes and procedures, including Project Cycle Management, logical frameworks, financial and administrative management, imprest accounts, programme estimates etc. • Experience in institutional strengthening and capacity development of NAO staff to enhance understanding and better management of the project cycle, including better financial and contract management experience working with, advising and building the capacities of government ministries as well as non-state actors (NSAs) and/or Civil Society Organisations (CSOs) • Expertise in the design and implementation of management information systems (MIS), and the training of stakeholders in the use of MIS • Experience in integrating cross cutting issues into the design and implementation of projects • Proven working experience in and ACP country, ideally in the SADC region • Proven skills in report writing to a high standard • Fluency in English language, both spoken and written • Excellent interpersonal and communication skills with the ability to work effectively with stakeholders at all levels to achieve results In addition it is expected that the Capacity Development Expert will require expertise in assessing training needs and designing and delivering capacity building/training activities to stakeholders |
Objective: The objective of the contract is to improve the capacity of the NAO and relevant line ministries in implementing EU-Funded Projects. This includes capacity building and training in: • All stages of project cycle management (PCM) including project programming, identification, formulation, implementation and evaluation; • Training in sound financial management; • Training in EU procedures (EDF and Budget) • Assisting with the integration of cross-cutting issues in all EU funded projects by helping projects draw up and implement guidelines and action plans; • Supporting the establishment of a management information system (MIS) for EU and donor funded projects • Assisting with the integration of crosscutting issues in all EU Funded projects by helping projects draw up and implement guidelines and action plans |

Consultant: The European Commission in Zambia is planning a 'Support to agricultural sector performance enhancement' programme. This will be provided through a service contract including long-term and short-term technical assistance. SKILLS AND EXPERIENCE For the long-term position, it is expected that all of the following background and experience will be required: • A Master’s Degree in a relevant subject • At least 10 years of experience working in the agriculture sector in Southern Africa. • Experience working closely with ministries of agriculture in southern Africa. • Experience in institutional and organisational development and change management, • Experience in capacity building and Human Resources Management, • Track record in facilitation of government-donor interactions, • Proven experience in long-term EU Programme Management and Team Leadership is also essential. • Excellent communication skills in English. Short-term expertise will also be needed, potentially in the following fields: institutional development, human resources management, agricultural sciences, agricultural economics, rural sociology, veterinary sciences, IT, statistical science, financial management and auditing. For each of the short-term positions, it is expected that the following background will be needed: • A Master’s Degree in a subject relevant to the required expertise • A minimum of 10 years experience working in a relevant field, particularly in the agriculture or associated sector in sub-saharan Africa • Excellent communication skills in English The responsibilities of the Team are likely to include: • Facilitating interaction between all stakeholders • Working with senior management of ministries of agriculture and livestock • Strengthening Budgeting, financial management, M&E, IT, policy and legislative development, HRD and HRM, • Working with all technical departments of ministries of agriculture and livestock (including Livestock, veterinary, crops, fisheries, seeds, coops, marketing). |

Consultant: Consultant: Cardno Emerging Markets (UK) Ltd. has recently submitted an Expression of Interest (EOI) with regard to Lot 1 of this project and hope to receive information about short listing in the very near future. The Kenya Rural Development Programme (KRDP) is a sector-wide programme which will complement and integrate into other actions financed by Government and development partners within the framework of ASDS. The Government identified 5 priorities in their agricultural sector development strategy. KRDP will provide some support to 2 out of 5 priorities and will contribute to strengthening of the overall coordination structure of the sector. The technical assistance is expected to support capacity development and institutional change within the Ministry of Northern Kenya and other Arid Lands (MDNKOAL) – to support the creation of the drought contingency fund and the drought management authority and the capacity of the ministry to fulfil its critical role of coordination of ASAL development among the various stakeholders. Skills and Experience It is anticipated that the Lot 1 Technical Advisor will be expected to have the following Skills and Experience:- • Experience as Team Leader of a large EDF funded rural development project • University Degree in Economics, Agricultural Economics, Rural Development, Veterinary Sciences or other relevant qualification • Experience of providing Institutional Strengthening and Capacity Building support to Governments and Government Ministries, in particular Ministries of Agriculture • Experience of designing and implementing capacity building and institutional strengthening programmes for national, district and local level stakeholders in: Drought early warning systems - policy and strategy Community based drought management structures/preparedness and contingency planning Livestock support (fodder production, animal health, restocking, etc.) Pastoral and agro pastoral livelihood support • Experience in Fund Management (EU/EDF rules) • Experience in management of calls for proposals under the EU system • Experience in ACP countries, preferably Kenya and/or in the region (Horn of Africa – Ethiopia, Djibouti, Somalia, Eritrea) under EDF rules • Fluency in English language, both spoken and written, including Proven skills in report writing to a high standard Ideally, the expert will have: • Understanding of Index-Based Livestock Insurance Scheme • Experience of working in Kenya Arid and Semi-Arid Lands |

Consultant: The Expert must have the following background and expertise: ~ A university degree in social development, socio-economics or similar topic ~ A minimum of 10 years professional experience, including long experience working on donor-funded programmes with civil society organisations, non-state actors or NGOs. ~ A background in capacity building and strengthening of CSOs, NSAs, NGOs to enable them to take a more active role in the development process and to contribute to the achievement of national development goals and governance objectives in developing countries, ideally in sub-saharan Africa. ~ A thorough understanding of grant funding mechanisms and procedures, including the management and monitoring of grant funds and in supporting CSOs/NSAs/NGOs/SMEs to access grant funds. ~ Previous experience of EU/EDF funding processes and procedures, preferably including at least one long-term assignment. ~ Previous experience working closely with and developing effective dialogue between Governments and CSOs/NSAs/NGOs to implement coherent development strategies and policies. ~ Excellent interpersonal skills and an ability to communicate effectively with a wide range of stakeholders eg government organisations, donor agencies, CSOs/NSAs/NGOs and other community groups. ~ Fluency in spoken and written English |
