OBJECTIVES OF THE PROGRAMME :
To provide leadership and direction for global, regional and national efforts to promote health and to prevent and control major chronic diseases. Primary Objectives include: Advocating for health promotion and chronic disease prevention and control; promoting health, especially for poor and disadvantaged populations; slowing and reversing the adverse trends in the common chronic disease risk factors; preventing premature deaths and avoiding unnecessary disability due to major chronic diseases cardiovascular diseases, cancer, diabetes and chronic respiratory diseases; and preventing blindness and deafness.
Description of duties:
Provision of global leadership within Strategic Objectives 3 and 6 and management and direction of the Chronic Disease and Health Promotion Department.
Summary of assigned duties:
1. Through sound leadership and management and under the advice and guidance of ADG NMH, optimizes the organizational capacity to deliver efficiently WHO' s contribution to global, regional
and national agendas for noncommunicable diseases and health promotion;
2. Coordinate, in collaboration with other NMH departments and regional offices, the implementation of the actions assigned to the WHO Secretariat in the 2008-2013 Implementation Plan of the Global Strategy for the prevention and control of NCDs;
3. Through sound leadership and management, maximizes the engagement of the global peer community on WHOs agenda for noncommunicable diseases and health promotion;
4. Lead the work required to translate the 2008-2013 Global Strategy Implementation Plan into regional and national action plans, technical support, monitoring and assessment of health trends and health outcomes) in chronic noncommunicable diseases and health promotion;
5. Promotes and ensures integration of Regional and Country Office perspectives and operational capacities into the divisions work programme;
6. Promotes and ensures concerted action by other UN agencies, governments and NGOs and civil society on issues of chronic noncommunicable diseases and health promotion;
7. Provides the leadership and stable managerial framework that demonstrate credibility, trust and value to the stakeholders and in particular the donors while optimizing staff performance;
8. Performs other duties are required.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in medicine or other health related discipline.
Postgraduate degree in epidemiology or public health.
Skills:
Broad knowledge of the public health aspects of noncommunicable diseases.
Demonstrated ability to produce results and manage resources effectively.
Ability to promote WHO's position in health leadership.
Track record in building partnerships.
Ability to empower and motivate teams.
Ability to communicate in a credible and effective way.

Experience:
Essential:
More than 10 years experience in noncommunicable disease prevention and control at the national and international levels.
Knowledge and experience in noncommunicable diseases epidemiology and surveillance.
Demonstrated experience in developing and implementing public health programmes, specially in the noncommunicable disease prevention area.
Demonstrated leadership and managerial skills.
Desirable:
Experience in noncommunicable disease research, particularly implementation research.
Experience in noncommunicable disease programmes in developing countries.
Languages:
Excellent knowledge of English and one other WHO language required.
