Main Tasks & Responsibilties
Under the direct supervision of the Chief of the Branch, and with day-to-day coordination with the Programme Specialist, the Capacity Building Specialist will oversee the capacity building component of the UNFPA institutional strategy to incorporate and mainstream the Programme of Action of the International Conference on Population and Development (ICPD) into overall humanitarian response, transition and preparedness. The incumbent’s functions will be as follows:
• Within delegated authority: formulate and implement a programme of training/orientation for UNFPA staff, UN and other humanitarian/transition partners, and national partners (GVT and the civil society); manage financial and human resources allocated to the implementation of training activities and capacity building tools development; oversee administrative tasks necessary for the implementation of the project; monitor implementation, identify constraints and bottlenecks and recommend solutions; prepare substantive and financial reports for donors and for other requirements;
• Undertake mapping, collating and review of existing training tools and resources for RH, data and gender during crisis and transition; identify what resources and tools exist and what are the gaps;
• Participate in and provide inputs into the Academic Partnerships Initiative supported by UNFPA and other training and research institutions to build increased capacity on RH and gender among humanitarian partners;
• In close cooperation with academic partners, IAWG, IASC, and other partners, develop new training programmes or revise existing programmes as appropriate to meet the urgent training needs;
• Organize training activities, oversee and facilitate administrative/logistical preparation and provide hands-on guidance on substantive/technical issues relating to training activities and workshops; act as resource person and facilitator during such events; document results and impacts of each activity as part of the results based programme development and management practices;
• Foster strategic alliances and partnerships between UNFPA and other UN agencies, humanitarian and transition partners, regional institutions, national partners (GVT and NGOs), and donors, as necessary, to leveraged maximum mainstreaming effects;
• Undertake evidence-based advocacy and policy dialogue with the IASC and UN partners, international and local NGOs, private sector, civil society organizations, to ensure that ICPD concerns are taken into account in their capacity building priorities;
• Prepare position papers on critical issues through provision and analysis of information, preparation of speaking points and briefing notes, and through intranet information dissemination;
• Mobilize additional resources required for the implementation of the strategy;
• Participate in various meetings and discussions of general nature, as appropriate, and provide inputs to mainstream humanitarian concerns into overall development focused programmes supported by UNFPA.

Qualifications and Experience
• Advanced degree in health, international development, international relations, gender, and/or other related social science field;
• 7 years of increasingly responsible professional and managerial experiences in the field of humanitarian response, part of which should be in health, gender and/or population; prior experience in the UN system will be an asset; experience in training programme management needed;
• Familiarity with IASC and other humanitarian coordination mechanisms, guiding principles and standards;
• Knowledge of the ICPD and other UN global conferences and the Millennium Development Summit;
• Fluency in English, and preferably an additional UN official language;
• Good training skills;
• Solid interpersonal communication skills;
• Proficiency in current office software applications.

Compensation and Benefits
