OBJECTIVES OF THE PROGRAMME :
The mission of IOS is to provide independent, objective assurance and advisory services designed to add value and improve the Organization's operations.
Internal auditing is an activity within the Organization which is responsible for the independent review, evaluation and monitoring of the adequacy and effectiveness of the Organization's overall systems of internal control. For this purpose, all systems, processes, operations, functions and activities with the Organization shall be subject to such review, evaluation and monitoring (WHO Financial Regulation 12.1(d) and Financial Rule XII refer).
The incumbent exercises independent judgment, within applicable audit standards, using professional experience and knowledge, to determine the existence of significant risks to the achievement of the Organization's objectives.
Judgment and discretion are required.
The incumbent is expected to work both as a team member or independently, as the case may be, on each assignment. The incumbent needs to exercise strong interpersonal skills and will have contact, in varying degrees, with staff, management, the External Auditor, officials of national governments, bilateral and multilateral agencies, as required.
Description of duties:
This post is involved in planning, conducting, and reporting on specific operational and financial
audits assigned by Deputy Director IOS.
Summary of assigned duties:
Subject to supervision by Deputy Director IOS:
1. Plan, conduct and report on comprehensive audits independently or as a member of a team. The work covers matters of broadly defined risk and seeks to evaluate the status of the Organization's governance, risk management and system of internal control to assure reliability of financial and other operating information; compliance with rules and regulations; accomplishment of objectives and goals for operations; and the economical and efficient use of resources. Make recommendations for improvement of the same.
2. Assist in the review of audit observations and recommendations made by IOS. Monitor and assess adequacy of actions taken to correct reported deficiencies.
3. Perform special reviews and other tasks assigned by Deputy Director IOS/Director IOS.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in a relevant field and a professional certification in auditing/accounting, such as Certified Internal Auditor, Certified Public Accountant or Chartered Accountant.

Desirable:
Advanced degree in related field.
Education in public health.
Skills:
Sound knowledge of auditing principles and their application; broad knowledge of financial matters.
Good analytical skills and knowledge of management principles.
Ability to communicate effectively both orally and in writing; effective report writing skills.
Maturity of judgment, tact, integrity and discretion.
Ability to maintain effective working relationships with people of different national and cultural backgrounds.
Ability to apply IT technology when needed.

Experience:
Essential:
Over 4 and up to 6 years of financial and/or operational audit experience.
Desirable:
Work in developing countries, audit experience with an international public accounting firm, IT audit experience, experience in an international organization.
Languages:
Excellent knowledge of English and working knowledge of French required. Working knowledge of one other UN language an asset
