BackgroundUwazi is part of Twaweza, an East Africa wide initiative with an objective to enable millions of people in East Africa improve their quality of life by stimulating people’s imagination and agency, via improved access to information and enhanced accountability. Uwazi contributes to this objective through “liberating” existing information and monitoring.
Uwazi is seeking to recruit a competent and highly motivated candidate to fill a newly established position as Research Analyst—Budget Accountability. The successful candidate will be based in Dar es Salaam and may be expected to travel from time to time in the region.
Overall ResponsibilitiesUnder the overall guidance of Uwazi manager, the research analyst shall:
• Contributes to the mission of Uwazi.
• Support the planning and review processes of Uwazi work program in a timely manner.
• Implement activities in line with the associated budgets and work plans, in ways that are consistent with Twaweza policies.
• Support the Twaweza team in its endeavour to implement program goals, including through internal learning, policy debates, and opinion articles.
Specific Responsibilities
• Support the Uwazi’s work program on budget accountability monitoring.
• Prepare well researched information products (policy briefs and commentaries) in a clear and concise style.
• Collaborate with other Twaweza units to ensure that Uwazi research outputs are disseminated in accessible formats.
• Identify opportunities to engage with key interlocutors and represent Uwazi in dialogue with third parties as needed.
• Build and maintain a library of economic and budget reports and ‘liberate’ their content through summaries.
• Follow on a regular basis the macro and socio-economic developments in the country and in the region.
• Support management in data analysis and representation requests as needed.
• Undertake any other lawful tasks as may be assigned by line manager or the Head of Twaweza.
Core Qualifications and Attributes
An ideal candidate for this position shall have:
• Master of Arts/Master of Science qualification in social sciences, finance or public policy.
• At least 3 years of relevant work experience in policy research and advocacy/ policy dialogue engagements gained with civil society and public sector in the Africa/East Africa region. Experience working on budget and policy issues in the water sector will be an added advantage.
• Excellent communication and writing skills in English and Kiswahili with demonstrable attention to detail.
• Good organizational and analytical skills and ability to work independently and as a part of a team.
• Demonstrable computer proficiency including web based applications.
• Keen understanding of budgetary accountability processes in the East African Context.
• Ability to deliver on short notice where necessary and with minimum supervision.
