Position title: Program Manager Transport & Communication
Position Grade: P4

Duties and Responsibilities
Under the general guidance of the Director, Economic Cooperation and Social Development; the Program Manager, Transport and Communication has a responsibility to ensure un-interrupted flow of inter-regional traffic in order to enhance regional integration by facilitating efficient transport and communication network that reduces the cost of doing business; and that promotes safe reliable transportation system in a state of good repair.
The Officer shall:
1. Implement the IGAD Regional Transport and communication policy and strategy; including harmonization and development of regional corridors;
2. Participate and support inter member states efforts in the establishment of corridor development and regional strategic agreements;
3. Harmonize cargo tracking information system; ASYCUDA throughout the region;
4. Initiate and facilitate to create an enabling environment throughout the region that enhances regional integration;
5. Improve Security systems in the region’s transport network particularly in airports and maritime transport
6. Promote establishment of alternative routes for landlocked (land linked) countries in the region;
7. Liaise and coordinate with other Regional Economic Communities and Member states to ensure the transport sector is at the center of regional integration process;
8. Oversee the development of regional railway network through the Member States of IGAD;
9. Facilitate the gradual removal of all forms of barriers to transport and communication links amongst Member States;
Minimum Qualifications:
• A Master's degree in Transport Economics or Engineering from a recognized University,
• At least ten years relevant experience five of which should be in multi-model transport system,
• Demonstrated experience in Policy formulation at national or international institution
Key Skills and Competencies:
• Strong Planning and organizational ability
• Critical thinking with strong analytical ability
• Ability to cope up with multiple tasks
• Computer literacy is essential.
• Ability to establish and maintain effective working relations with regional
• And national planning officials, multi-sectoral team
• Strong interpersonal and communication skills
• Good writing skills
Language requirements: Fluency in one of the working languages (English/French) is required. Proficiency in the other is an added advantage.
Age Limit: 35-50
Tenure of Appointment: The appointment is for five (5) years renewable subject to satisfactory Performance
REMUNERATION: US $ 33,750 per annum plus other benefits
