Purpose of the position:
To provide Leadership and manage Technical Programs implemented in a cluster by providing management support in Integration and implementation of Tanzania Empowerment ADP Model (TEAM), by ensuring that allocated programs/project resources are used as per WV Strategy, WV policies, donor standards and procedures to attain the Child Well Being outcomes.
Must develop/ maintain and be a visionary leader, able to impart his/her vision to others and manage change. Must also observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others
Key Roles and Responsibilities:
Ensuring that communities and staff are facilitated to plan, implement, monitor and evaluate the program activities for quality and sustainable development.
Monitoring performance of the Cluster in relation to changes, innovations or new model that is introduced;
In coordination with P&C business partner, provide support to the ADP staff and communities to ensure effective training and exposure visit on empowerment approach is conducted;
Coordinating the proper implementation of development and grants programs/projects as annual operation plans and other planning documents;
Facilitating ADP team to integrate change management in the program implementation processes;
Financial Accountability: Enforcing stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the program/project for the intended purpose;
Ensuring proper utilization of program funds as per Area Plans (AP);
Closely monitoring the ADP’s budget as per agreed Area Plans;
Ensuring that there is value for money for every activity done;
Adhering with internal control and ensure all staff complies with financial internal control;
Facilitating biblical world view and translate it into community mind set for change of dependency syndrome;
Empowering community to change the mind set towards development;
Facilitating the community to own their developments without depending on donor support or handouts;
Building confidence among the community to realize available resources that can be used to change their lives;
Facilitating community to connect the biblical thinking with the holistic development;
Building confidence among communities that they are potential and they have the capacity and ability to change their lives;
Empowering the community to see the bigger picture of their lives;
Facilitating innovation and creative mind in initiating multiple economic projects at household level;
Working with community to identify economic potentials available within the community and how to utilize them;
Creatively preparing Grant and PNS proposals that relate to rural livelihood to provide sustainable economic development platform for achieving CWBO;
Translating the available economic potentials to improve household income within the cluster;
Working with the community to address the challenges which can turn into great opportunities;
Promoting and come up with new innovation and simple technologies that will address some of the challenges;
Connecting value chain producer groups with markets within the cluster;
Ensuring integration and implementation of transition plans, disaster preparedness plans and development of local institutions (CPGs, CBO, SGs/VICOBA, CCC, FBOs, etc) for sustainable development;
Ensuring that sponsorship and child protection standards are adhered to and they are adequately integrated into programming for community transformation;
Building capacity of community, frontline staff and sponsorship staff on child protection;
Empowering all the frontline staff to integrate child protection in their project implementation;
Networking:
Facilitating networking relationships and participation with wide stakeholders such as government, church, faith based organization leaders and other key partners at local and international level;
Enhancing WVT/VFT and GAFCO integration for profitable agriculture, livestock production and enterprise development (high value agriculture crops and livestock breeds);
Team performance:
Facilitating team building motivate and maintain strong relationships, be passionate for the poor, making an impact, and bear witness to Gods Kingdom within the cluster;
Providing spiritual support to staff of the Project and reinforce the Core Values to enable understanding of WV operations and culture;
Coordinating and facilitating performance management and ensure there is performance culture among the Cluster staff;
Implementing TEAM communication strategy to partners including the communities, government, NGOs, FBOs, Support Office and others;
Providing technical support in capacity building of frontline staff in development of key programming areas specifically in new WVT initiatives (TEAM approach);
Programming standards:
Facilitating assessments, design/ redesign of Technical Program (TP) measurements, and evaluation exercises for quality assurance;
Facilitating program design/redesign (TP) to focus on TEAM approach;
Facilitating Technical program on basis of the technical approaches for implementation within the cluster;
Facilitating review, assessment and evaluation of Team Program at Cluster level and provide effective feedback to NO regards to the implementation of the recommendations from the studies;
Ensuring quality and timely monthly, quarterly, bi –annual and annual projects/programs narrative together with annual budget, Area Plans and facilitate program/project monthly funding and review financial reports; and
Ensuring that both Evaluation and Audit (Finance and Operations) recommendations are timely responded to, fully implemented and progress is reported quarterly.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: Master Degree in Economics, Agriculture, Health & Nutrition, Education or other related Social Science field
Experience: 5 - 7 years in program/project leadership at Managerial level
Preferred: Preferred: Experience in WV programming in one or all the Technical Programs
Technical Skills & Abilities:
Computer skills.
Demonstrated ability in supervision
Able to contextualize development models in an innovative way
Have a ‘can do’ mindset and ability to work with a team to figure out the ‘how’
Be empowerment focused as opposed to service delivery.
Able to engage religious leaders of all faiths by mobilizing them to promote holistic development.

Skills in report writing and project designs Basic knowledge on human resources management

Experience in working with donor funds, sponsorship operations and grants funding.
