Job Title: WASH Project Manager
Responsible to: Country Programme Manager
Responsible for: WASH Project Officer
Location: Morogoro, Tanzania - with frequent countrywide travel
Contract: 1 year, with strong possibility of extension to permanent

Overall Purpose of the Job
The key purpose of the WASH Project Manager (PM) is to oversee Raleigh’s WASH project in
Tanzania with support from the Country Operations Manager (COM) and the Country
Programme Manager (CPM). The PM will be responsible for project implementation,
coordinating with partner organisations, project delivery, project monitoring and evaluation,
health & safety management, volunteer training and support and budget management. The job
demands frequent interaction with and provision of technical support to and from project
partners. The PM is expected to effectively manage a dedicated team of local and international
staff. The Project Manager is focused on the overall management of the WASH programme,
and will have a clear emphasis on developing the programme, partner relationships and
monitoring & evaluation. The Project Officer role will be more focused on training, delivery and
implementation.
Principal Accountabilities and Responsibilities:
Project Design and Implementation
Ensure the project is implemented against agreed plans, standards and criteria
Develop relationships with project partners so that clear processes and systems are in place
Meet regularly with partners in order to review progress and plan future work
Work with partners to ensure an adequate process of needs assessment and community
selection has been carried out
Lead quality project cycle management, including: project partner liaison; budgeting and
resource mobilisation; baseline research and planning; monitoring; timely and accurate
narrative donor reporting; evaluation and quality assurance; and dissemination of lessons
learned
If needed, ensure that consultancy, technical assistance and capacity building support is
appropriately identified, designed and delivered to a high standard.
Develop / improve a WASH methodology for use across all Raleigh WASH projects
Ensure the smooth running and management of the project so that contractual obligations
are met, contractual risk is minimised, policies and procedures in place are adhered to, and
good practice is institutionalised
Provide support to staff to ensure the project is implemented against agreed plans,
standards and criteria
Support in-country staff to design and roll out programme improvements / adaptations to the
programme model
Maintain ongoing dialogue with UK team around implementation of the programme and
ongoing developments and changes at the project level
Monitoring and Evaluation
Ensure quality monitoring and evaluation of a defined programme portfolio in coordination
with Country Programme Manager and Head Office M&E Manager
Ensure timely and quality completion of all contractually obligated M&E (PPT to PDR plus
data sheets) reports as well as Raleigh’s internal systems
Liaise between the Head Office and in-country team to ensure that team members are
familiar with procedures and the compliant mechanism with agreed approaches
Line manage the WASH Project Officer to ensure they are giving adequate support to
Raleigh volunteer groups in the following ways:
Training, knowledge building and technical development of Raleigh volunteers
Develop a training induction programme that supports the volunteers to successfully
meet the project outcomes
Develop a resource pack which can provide the framework for on-going learning
throughout the project
Responsible for all related administrative tasks: updating materials, toolkits,
templates and managing databases
Project delivery
Work closely with partner technical teams to ensure that adequate support and
training is delivered
Work closely with Deputy Operations Managers to coordinate insert training and
support of the volunteer teams
Provide weekly in-depth telephone support to all WASH teams
Provide at least one personal visit per group per cycle
Coordinate with the national office to support the medical, communication and
logistical needs of the volunteers
Ensure volunteers are aware of and adhere to Raleigh code of conduct, policies and
procedures
Travel to project sites for support visit and training delivery
Develop / improve a WASH methodology to support the volunteers to train
beneficiaries
Support Project manager in conducting community selection visits and needs
assessments
Recruitment of National Volunteers
Ensure the Recruitment Team are informed about project content and objectives to
guarantee volunteers adequately informed
Coordinate with the recruitment team to ensure that appropriate volunteers are recruited
Professional Experience:
Knowledge and background in youth and WASH sectors
2 years’ experience in managing complex projects and preferably experience in direct
reporting to key institutional funders, such as (e.g. UNFPA, EU, DFID)
High level of experience in all aspects of project management, including budgeting,
reporting, partner coordination and monitoring & evaluation
High level representation and liaison
A Bachelor's Degree in a related field

High level of technical communication skills, both written and verbal to foster partnerships
and motivate others
Able to design and deliver training
Able to write and design programme manuals
Represent Raleigh International in a range of technical and non-technical forums powerfully
and persuasively
Must understand the drivers of donors and partners and be able to reflect this in

Fluency in written and spoken Kiswahili and English
Team Working and Interpersonal Skills:
Network and form effective and constructive working relationships across the whole
organisation and wider network within the sector

Contribute to the coordination and oversight of the work of volunteers, interns and staff, as
