For Junior (P2), Mid (P3) and Senior (P4) Level Positions
The Protection Officer (SGBV) leads and coordinates UNHCR’s Sexual and Gender-Based Violence (SGBV) programme with the objective of preventing violence and discrimination and providing timely and effective responses to survivors of SGBV. The incumbent must be able to contribute to or lead, depending on the level, development of a multi-sectoral SGBV programme as part of a broader protection strategy that is solutions-oriented and based on a consultative process with partners including populations of concern. The incumbent must also have the ability to forge strong partnerships with government entities, other UN agencies, and NGOs to facilitate the operation’s overall protection objectives.
Typical functions include: Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
Ensure that UNHCR’s age, gender and diversity approach to protection is consistently applied through community-based protection methods.
Set strategies and operational measures to effectively prevent and respond to SGBV. Conduct needs / gaps and capacity assessments on SGBV in close coordination with any on-going joint / common assessments being conducted in the early stages of emergency response.
Map existing services to address SGBV in the various affected areas, including identifying community capacities and structures for potential partnership.
In close collaboration with the protection and programme teams, establish multisectoral SGBV prevention and response mechanisms as a life-saving priority; ensure that they are mainstreamed in mid- to long-term protection planning.
Put in place a core referral mechanism for response services through consultative development of basic Standard Operating Procedures (SOPs) and SGBV strategy that is entrenched in the comprehensive protection framework.
Oversee and manage individual protection cases, with focus on SGBV.
Establish / lead SGBV coordination mechanisms in refugee contexts; strengthen interagency SGBV coordination mechanism in non-refugee settings.
Build the capacity of national and local government, partners, civil society and populations of concern on SGBV prevention and response through training, mainstreaming and related activities.

Minimum qualifications and professional experience required:
For positions at the P2 level
Education: University degree in Law, International Law, Political Sciences or related field.
Job Experience:
- Minimum of 2 years of relevant professional experience with Advanced University/Master’s Degree (4 years with University/Bachelor’s Degree).
- Work experience in Results Based Management, including monitoring and reporting Experience working in emergency settings is an asset.
- Experience with GBVIMS is an asset.Languages: Excellent knowledge of English and good working knowledge of another UN language.
For positions at the P3 level
Education: University degree in Law, International Law, Political Sciences or related field, with good knowledge of issues relating to refugee women, gender, humanitarian and development issues, and SGBV prevention and response.
Job Experience:
- Minimum of 6 years of relevant (international) experience with Advanced University/Master’s Degree of which 2 years in the field and 3 years in an international capacity (8 years of relevant experience with University/Bachelor’s Degree).
- Work experience in Results Based Management, including monitoring and reporting
- Experience working in emergency settings is an asset.
- Experience with GBVIMS is an asset.Languages: Excellent knowledge of English and good working knowledge of another UN language.
For positions at the P4 level
Education: University degree in Law, International Law, Political Sciences or related field, with authoritative knowledge of issues relating to refugee women, gender, humanitarian and development issues, and SGBV prevention and response
Job experience:
- Minimum of 10 years of relevant (international) experience of which 3 years in the field and 5 years in an international capacity (12 years with University/Bachelor’s Degree).
- Experience working in emergency settings is an asset.
- Minimum 5 years of previous experience managing Protection related projects including managing SGBV projects with strong program/technical and budget management skills.
- Demonstrated leadership, work experience in Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management.
- Experience with GBVIMS is an asset.Languages: Excellent knowledge of English and good working knowledge of another UN language
