National Advisor: Water Resources Management and Environmental Management
Based in Sumbawanga, Rukwa Region, Tanzania

Background
The overall goal of SNV's engagement in the Water Sanitation and Hygiene sector in Tanzania is to contribute to improved access to water and sanitation services and hygiene practices by ensuring equity of WASH services and sustainable infrastructure; accelerating progress at scale in sanitation and contributing to further professionalization of key sector players such as service providers and regulators
The WASH sector focuses on two sub sectors, namely Rural Water supply, Sustainable Sanitation and Hygiene for All (SSH4A), while the Public Private Partnership (PPP) is a cross cutting theme, The WASH sector is increasingly exploring opportunities of engaging in peri-urban, small towns and Integrated Water Resources Management.
As part of the multi-disciplinary SUSTAIN team to be based in the project area, SNV is seeking to recruit an Advisor for Water Resource Management, Sanitation and Hygiene with focus on water quality and pollution control.
Project Summary
SNV in partnership with the International Union for the Conservation of Nature (IUCN) will be implementing a 5-year Sustainability and Inclusion Strategy for Growth Corridors in Africa referred to as the SUSTAIN Initiative. The initiative will be lead and implemented in the Sumbawanga cluster in Rukwa region by SNV in close cooperation with key local actors and stakeholders. Two landscapes will be targeted by the initiative in the first year and later expanded to two additional landscapes.
The SUSTAIN Initiative overall goal is to ensure that demand for water, land and food is met sustainably using nature-based solutions, creating the foundations for a green economy. The project intends to work with public and private institutions, civil societies and development organizations to develop value chain opportunities in agriculture, livestock as well as nature based products combined with livelihood improvement opportunities such as access to renewable energy and WASH solutions delivered in such a way that guarantees: better water management, food and nutritional security, better land resource management, increased climate resilience, better business practices and better policies for achieving sustainable and inclusive growth.
Overview of the Position
The National Advisor position will be responsible for providing effective technical, advisory and capacity building interventions to projects in the Wash sector. The main focus for this position will be overall project implementation and quality assurance.
The National advisor s/he will ensure full compliance with all donor and other fiduciary regulations and will oversee the projects reporting process in line with donor requirements
Key Responsibilities
  1. Spearhead and lead the implementation of Water Resources Management and Environmental Sanitation (to include water protection, conservation and pollution control)related components under the SUSTAIN Initiative, actively engaging with project team members, SNV colleagues, local partners, service providers and other relevant stakeholders.
  2. Market intelligence research, including an assessment of available sustainable water resources and identification of water demand and Sanitation sources, technologies and service providers, analysing demand and capacity to pay for these technologies, and relevant enabling environment factors.
  3. Identify priority areas and provide technical support to Sumbawanga stakeholders to do environmental assessments and develop land use master plans, aimed at sustainable natural resources management, including solutions for water resources management such as water conservation, abstraction, pollution measures.
  4. Development of market led solutions for water Resources management and pollution mitigations, environmental impact assessments, community based management; facilitate sustainable behavioural change/practices and communication
  5. Strengthen public, private and community capacities in water conservation and management
  6. Strengthen capacity to maintain existing structures, while ensuring technical and financial sustainability
  7. Promote community and local government collaborative action in management of water, environmental sanitation and Behavioural practices
  8. Actively participate in project inception, setup of the M&E framework, operational planning, implementation, monitoring, evaluation, reporting, communication and knowledge development activities.
  9. Efficiently and effective delivery of agreed outputs, outcomes and impact ensuring full donor satisfaction;
  10. Ensure financial management, budget monitoring and financial reporting in accordance with the donor requirements;
Requirements
  1. Master's degree in relevant area (preferably Integrated Water Resource Management, Environmental Engineering, Hydro-geology, Natural Resources Management, Business Administration, Rural development etc.).
  2. Minimum of 3 years of relevant working experience in the WRM sector and/or other relevant programmes in Tanzania.
  3. Work experience in private sector business and entrepreneurship development, value chain development, natural resources management, land use planning, public - private partnerships.
  4. Experience in capacity building, alliance building and facilitation of multi-stakeholder processes, product development, organisational learning, institutional change processes, and coaching.
  5. Experience in setting monitoring and evaluation frameworks and following up on the same. Experience in communication an advantage.
  6. Proven track record in pro-poor growth approaches taking into consideration social inclusion, gender and sustainability.
