Community Water Supply And Sanitation Systems In Peri· Urban Low Income Settlements Of Dar Es Salaam - "Maji Yetu"

Background
The government of Belgium through the Technical Cooperation (BTC) in collaboration with the government of Tanzania and the European Union (EU) are supporting the implementation of eight years Water and Sanitation Project in peri-Urban and low income settlement of Dar es Salaam city. .
The project aims at improving the living condition of the communities in peri-urban and low income settlement of three Municipalities of Dar es Salaam. It specifically wants to improve provision of clean, safe and reliable water supply and sanitation:
The project has constructed 15 water supply schemes in peri-urban areas; many of these are pumping scheme. They have all been registered as Water Consumer Associations (WCA) and they are at infant stage.
On behalf of the 8 WCAs the BTC Project Management Team wish to invite qualified people to apply for the posts in the following Water Consumer Associations (WCA):

Job purpose
To manage water supply scheme in a sustainable manner.
Some of key duties and responsibilities of the Scheme Manager (SM)
SM shall select the required Scheme staff through a competitive and transparent process and obtain approval for their employment by the Executive Committee (EC) of the water consumer association.
SM is in charge of day-to-day operations of the water supply.
SM supervises the other management team members
SM report to EC, DAWASA and Municipal Water Engineer on monthly/quarterly basis
SM shall ensure transparent and efficient book-keeping, billing and revenue collection systems are in place
SM must ensure the O&M plans are prepared and followed by management team members
SM shall be responsible for commercial and operational data analysis
SM shall inform on Human Resources needs (full or part time) to the\ EC
SM will set performance targets for his/her sta,ff and evaluate on regular basis.
SM shall be responsible to prepare all reports
Qualifications and experience
Must be a Tanzanian Citizen
A holder of Certificate/Diploma in Water Engineering/water related field from a recognized institution
Minimum of two years working experience in the water sector
Must be computer literate (Excel, Ms. word)
Fluent in both oral and written Swahili and English language
Ability to work independently
Excellent interpersonal and intercultural communication
Should not have criminals offence record
Understanding of Management, Economics and Financial Management is an added advantage
