Job Purpose
Reporting to the Deputy Director General (Research), the Research Infrastructure and Operations Manager provides leadership in research support through managing functions including the Seed Health Unit, Experiment Station, Glasshouse and Plant Growth Facilities, Analytical Services, Research Data and Records management, GM stewardship functions, and Occupational Health and Safety (within research operations).
The position is located in Los Baňos and primarily focuses on research infrastructure and operations on that campus, but provides support to research leaders managing research support activities at IRRI hub and satellite sites globally.
The Research Infrastructure and Operations Manager will work closely with the senior research and site management teams to develop short, medium and long term plans for the development and rejuvenation of IRRI's research infrastructure and will contribute to the development of infrastructure funding proposals.
IRRI’s research programs include basic and applied research on genetic resources, rice biotechnology and breeding, sustainable crop and natural resources management, climate change, postharvest technologies, socioeconomic and policy research, rice information and delivery of new technologies.
IRRI’s research is implemented through collaboration with hundreds of public, private and civil society sector partners worldwide.

Roles and Responsibilities
-As a member of the Research Management Team, liaise with research Division Heads and scientists to understand the infrastructure and research support needs of the Institute, monitor research support service provision, and proactively anticipate future needs and directions.
-Provide oversight of the operations of the Seed Health Unit to ensure effective and efficient operations, ensuring that IRRI meets regulatory requirements and international benchmark standards in quarantine and seed integrity testing.
-Provide oversight of the operations of the Experimental Station, Glasshouses and Plant Growth Facilities to ensure that research requirements can be met in a cost effective manner.
-Provide overall leadership of the operations of internal Analytical and Research Support Functions that operate on a cost recovery model.
-Provide leadership of the Institute's GM stewardship program to a standard that meets regulatory requirements and positions IRRI to achieve Excellence through Stewardship certification.
-Work with IRRI's Occupational Health and Safety team to ensure that research operations and research facilities management meets international best practice standards.
-Work with IRRI's Information Technology and Risk Management and Quality Assurance functions to ensure that research data management systems meet data security and Open Access requirements.
-Collaborate with IRRI senior management and management services (particularly Property and Transport Services) on short, medium and long term issues and vision relating to the maintenance and development of infrastructure for research.
-Liaise with Finance and research leaders in the application and monitoring of full cost recovery processes for research services.
-Lead the recruitment and evaluation of direct reports.
