International Senior Procurement Specialist

The World Bank is seeking a Senior Procurement Specialist for an international position based in the Maghreb (Tunis and Rabat are both being considered). The successful candidate will assist with operations in the Northern Africa Region, ensuring the quality of the Bank fiduciary mission, but also providing support in building institutions and procurement capacity in these countries. Key duties include supervising the organization and delivery of procurement support to operations in the Maghreb, implementing innovations in Bank procurement policies, conducting review of procurement documents, leading and/or participating in Bank missions, and applying practical and innovative approaches in dealing with difficult policy and operational procurement issues. Carrying out these responsibilities will involve interacting with Bank Staff both in the Maghreb countries and in Washington; with counterparts in other regional and international organizations; and with government officials.

Applicants will be evaluated and selected on the following criteria:

• experience with procurement of large infrastructure projects;
• major advanced technical qualifications and broad expertise in all aspects of procurement;
• seasoned knowledge and specialized command of major facets of Multilateral Development Banks procurement policies and practices;
• strong conceptual, analytical and evaluative skills;
• excellent understanding of international procurement policy, in particular of other donors;
• authority to ascertain clear procurement rules and policy in implementation;
• ability to work in teams and to solve complex problems collaboratively, to coordinate with managers, located at both HQ and in the field office(s), and work independently under the general direction of the Practice Manager.
• Oral and written mastery of English and French are required. Arabic is desirable.

The World Bank offers this appointment on a three-year term, renewable contract.
