TITTLE: PROGRAM MANAGER

REPORTING TO: DIRECTOR OF HEALTH SERVICES
KEY RESPONSIBILITIES
1. Provide team leadership for the overall oversight and supervision of HBC and COMMUNITY care and support.
2. Supervise the recruitment and management of HBC and COMMUNITY care and any other project staff as well as functional or program support. Ensures standards are followed in the interviewing, hiring, employment termination and evaluation of all project staff.
3. Ensures to select individuals who have commitment to the core values of LIFE project. Ensures that new staff is given appropriate orientation and training on Community HBC-LIFE program, COMMUNITY support and care standards.
3. Ensure that National standards, policies and guidelines on HBC and COMMUNITY care and support are understood by the responsible staff and adhered to.
4. Collaborate and network with district government departments of Social Welfare, Health, DMO, DACC’s office and others in such a way that LIFE plans are incorporated into the District plans.
5. Ensure optimal quality of LIFE program, network with other stakeholders (NGOs, CBOs, FBOs and Government) to broaden public understanding of LIFE interventions while seeking to learn information and share approaches with others. Presents and defends LIFE plans to various government officials, and partner agencies.
6. Establish effective networks and partnerships with other institutions and organizations within the District with interventions that complement and enhance LIFE program.
7. In collaboration with the Project Accountant manage and monitor the project budget and ensure that all project assets are appropriately utilized and maintained as per LIFE policies and procedures.
8. Ensure project adheres to LIFE reporting requirements and that project reports and documents are submitted in a timely fashion. Supervise the preparation of and ensures high quality of annual, semi-annual, quarterly, and monthly management reports, and other reports as needed by the relevant stakeholders.
10. Provide supportive supervision and mentoring to the project staff. Towards this end, ensure that staff appropriately utilizes the opportunities that arise to develop their knowledge and skills.
11. Perform any other task assigned to her / him within the context of the evolving needs of LIFE Program.
Key Qualifications and competences
1. Bachelor degree in any social science and community subject, statistics or management information systems with a minimum of three years’ experience in managing HIV/AIDS health programs. Master’s degree is an added advantage.
2. Thorough knowledge of HIV AIDS and reproductive health issues, Home based testing and counseling related to effective M&E knowledge of Tanzania public sector, including CBO, FBOs and NGOs.
3. Excellent word-processing (word) and spread sheet (excel) skills required.
4. Experience in presentation software and statistical analysis software desirable.
5. Demonstrate excellent written and oral English communication Skills.
6. High ability in writing proposals, budgets, program documents, and reports
