Purpose of the Position

Under the general supervision of the Regional Emergency Adviser (REA), initiate and provide policy and program planning support in matters related to emergency preparedness and response and development of risk informed programming to promote resilience for countries in the Eastern and Southern Africa region and the regional office.

Key Expected Results

1. High quality input is provided to the development of critical analysis of emergency risk in the region.

2. Country Offices are supported in developing capacity building strategies for national partners (government at the national and sub national levels, civil society and community actors) to enhance their capacity for emergency preparedness and response guided by the Core Commitments for Children.

3. Country Offices supported in integrating risk-informed programming to promote resilience into Programme planning processes.

4. Country Offices and Inter-Agency Humanitarian Country Teams supported with technical assistance and quality assurance in planning, monitoring and reporting for Humanitarian Action including:

• The development of Inter-Agency Strategic Response Plans
• The development of Country and Regional chapters of the Humanitarian Action for Children (HAC) report.
• Regular reporting of UNICEF Country Offices using the Humanitarian Performance Management System (HPMS) and regular Situation Reports (SITREPs)
