- Provide leadership and supervision of the Finance, Budgeting and Administration Division.
- Provide proactive and regular financial reporting and information to the Director and the CEO and assist staff to understand the financial and administrative implications of the Agency’s operational and programmatic decisions.
- Provide technical oversight for all financial operations, including accounting, budgeting, investment management, financial reporting and control, cash flow management, forecasting, short-term and long-term financial planning and management.
- Take direct responsibility for the preparation of financial reports, including annual budget execution reports, quarterly financial statements and ensure that financial statements are prepared on time and in compliance with generally accepted accounting principles and African Union (AU) guidelines.
- Work directly with internal and external auditors, the Senior Legal Officer and NPCA funding partners in audit-related matters.
- Direct and coordinate budget preparation, implementation and monitoring processes.
- Implement and ensure adherence to all budgetary and administrative policies and procedures.
- Prepare the Division’s annual work plan, drawing on inputs from all other Directorates and Divisions.
- Provide technical guidance to programme Divisions and Directorates in the preparation of grant agreements, letters of agreement, financial agreements, memoranda of understanding, among other financial instruments in the negotiation of funding assistance by partners.
- 10. Provide timely reports on finances and administrative services with recommendations on risk management and control frameworks to inform decision-making by the CEO.
- 11. Effectively and efficiently manage the budgetary, financial, accounting and reporting functions of NPCA.
- 12. Provide oversight on project finances to ensure sound financial management, timely draw down of pledged funds from partners and compliance with the Agency’s procurement and payments guidelines by service providers.
- 13. Participate in the mobilization of resources for the Agency.
- 14. Perform any other related duties as may be assigned.
