Using specialized expertise in all aspects of the media, serves as the senior FSN advisor to the Public Affairs Officer, Ambassador, and DCM in initiating, planning and implementing major Public Diplomacy information programs and in reporting on Tanzania's media. Orchestrates national media programs of broad scope and complexity.
Maintains contacts with senior officials and counsels senior Embassy officials on appropriate ways of dealing with frictions in the relationship between Tanzania and the United States.

Advises the Public Affairs Counselor and other Embassy Officers on matters pertaining to the media in Tanzania. Identifies key public affairs issues and suggests responses and programs designed to explain and promote U.S. interests in those areas. Prepares all media releases for approval by PAC and directs distribution of public statements issued by the U.S. Embassy. Advises on and works for the placement of articles and op-ed pieces by Ambassador and other Embassy and USG officials. Working closely with the PAC, plans and orchestrates country-wide information programs.

Establishes and maintains personal contact with highest-level government media officials, editors, journalists and other media professionals. Serves as advisor to Embassy officers (in PAS and other sections) on media issues and developments.

Reviews local press and broadcast media. Selects, edits, translates, and prepares material for media reaction reporting by cable and email to the Department of State, the White House and other USG offices with an interest in events and media opinion in Tanzania. Prepares regular bulletins on the state of the media in Tanzania as well as ad hoc reporting on events affecting the media environment in the country. Briefs the PA Counselor and other members of the Country Team on breaking news, press coverage of key issues, editorial opinions and trends.

Receives and evaluates media inquiries. Responds to these inquiries when possible and, as necessary, re-directs to PAC or DCM for policy statements.

Arranges press conferences, briefings and interviews for Embassy officials, visiting American officials and VIP visitors. Identifies and advises media opportunities and methods to promote USG VIP messages. Acts as press site officer during VIP visits. Produces press kits and documentation for the media. Organizes, sets up and manages media filing centers during VIP visits.

Supervises the daily work of three Information Assistants, a translator, and a distribution clerk. Prepares annual evaluation reports for each subordinate.

Assists in programming U.S. speakers. Recommends individuals for participation in PAS exchange programs. Coordinates information activities with the Cultural Affairs Office and other sections in PAS and throughout the Mission. Develops and maintains media and policy guidance files for rapid access and response to Embassy offices seeking background information on issues of priority to the Mission.
QUALIFICATIONS REQUIRED

- Education: A university degree is required (liberal arts, political science, economics, journalism/communication, internal relations)OR completion of post-graduate diploma in journalism and 11 years of experience in journalism is required.
- Prior Work Experience: Seven years in the communications field is required and an additional three years experience assigning reporters or supervising other professionals is needed.
- Post Entry Training: On the job training. FSNEP training program.
- Language proficiency: Level IV (fluent) in English and Kiswahili (speaking, reading and writing) is required.
- Knowledge: Incumbent must be familiar with local media, political, economic, social and education structures; institutions and political parties; key figures in the mass media, government, education, military, labor and business circles. Thorough knowledge of U.S. foreign policy concerns is required. Incumbent must also have a good understanding of the organization of the State Department – both the foreign policy structures as well as the public diplomacy structures – in order to manage day-to-day responsibilities and to advise others within the mission.
- Skills and Abilities: Ability to draft and prepare press releases, cables, and correspondence following correct English grammar and stylistic requirements. Ability to organize large quantities of information quickly and efficiently. Basic typing and computer skills is required. Ability to cultivate productive interpersonal relations.
SELECTION PROCESS
