BACKGROUND: The International Rescue Committee (IRC) Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services in one remaining refugee camp in Kasulu District and at a transit centre in Kigoma town. Approximately 78,000 Congolese receive protection and basic assistance in the areas of Child Protection, Community-based Rehabilitation (care for disabled), Vulnerable Care, Youth & Development and Gender-Based Violence.
SCOPE OF WORK:
The Progr am Coordinator will provide technical supervision for all program sectors in Kigoma and Kasulu sites, including Child Protection, Gender-based Violence, Youth & Development, Community-based Rehabilitation, and Vulnerable Care in Nyarugusu refugee camp. The Program Coordinator ensures all program supervisors and managers meet program objectives based on donor and IRC requirements. The position also supports managers in handling administrative issues.
The position ensures that programs address beneficiary needs and are implemented according to the IRC Global sectoral strategies, donor guidelines, approved work plans and in accordance with the IRC Program Framework. The Program Coordinator works in collaboration with senior management to address operational needs
The Program Coordinator reports to the Country Director and is a member of the senior management team and participates in country program’s strategic planning.
KEY RESPONSIBILITIES:
* Participate in the IRC Tanzania Country Program Strategic Plan (CPSP) and lead the drafting, implementation and review of the country sector strategy (CSS), in line with the IRC Program Framework, the IRC Global technical units strategy and the CPSP.
* Support Host Community Manager in establishing strategic partnerships with local government and civil society actors in Kasulu District.
* Develop high quality proposals in coordination with other IRC sectors and the technical units at HQ. Work with the Grants Manager and Finance Controller to develop competitive project ideas and proposals (including budgets), which are in accordance with the CPSP and sector strategy and analysis of needs, in response to arising funding opportunities.
* Develop strategy for implementation of approved grants and translate them into clear goals and objectives. S/he will support the field teams in the implementation and monitoring of the work plans ensuring that activi ties reflect the commitments the IRC made to the donor and the community.
* Identify areas needing capacity-building in program staff; assist in the monitoring of program capacity building efforts together with the program leadership and Human Resources.
* Ensure collaboration between sectors and the integration of their strategic interests during program development.
* Liaise with relevant partners, including UNHCR, to address program needs; attend partners meetings and represent IRC Tanzania when appropriate.
* Review and provide feedback on monthly reports from sector supervisors and ensure timely reporting to donors.
* Act as head of Kasulu field office by providing supervision to finance department, human resources and supply chain unit.
REQUIREMENTS
* Graduate degree in social science preferred. Copies of degrees are required for Tanzania work permit.
* At least 5 years of international humanitaria n and/or development experience in managing and coordinating programs. Experience managing GBV programs in Africa is preferred.
* Experience in multi-sector program management with a range of donors in a complex operating environment; basic finance management skills.
* Strong management, project planning, organizational, interpersonal, and communication skills; demonstrated project cycle management skills.
* Ability to manage stress; work in large and multicultural teams.
* Fluency in English, spoken and written. Kiswahili language skills a plus.
* Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software.

This position will be based in Kasulu in Northwestern Tanzania, which is stable but relatively remote. The Program Coordinator will live in shared IRC housing in Kasulu.
