OVERALL JOB FUNCTION:
Under the direction of the Senior Manager-Country Representative, the Monitoring & Evaluation Officer will coordinate all routine M&E activities, including data collection, management, analysis, dissemination and reporting. The position will provide technical support to the South Sudan Ministry of Health in the planning and implementation of M&E activities required for HIV/AIDS care and treatment services, and serve as a technical resource in facilities supported by ICAP South Sudan, in coordination with the national HIV/AIDS plan in South Sudan. The incumbent will work to increase and enhance the quality and use of site-level health information, including PEPFAR indicators, to support informed program decision-making, improved completeness and quality of data recorded on registers, and enhanced patient record systems.
DUTIES AND RESPONSIBILITIES:
- Lead and coordinate monitoring, periodic evaluations, and semi-annual reviews of project activities, including program analysis and strategic planning for future assistance in nursing education.
- Develop and/or update project-specific M&E quarterly data collection tools at health care facilities, including patient tracking forms, medication tracking forms, program indicators and data management systems.
- Train Ministry of Health and health care facility staff on use of data collection tools
- Provide technical assistance to health care facilities to ensure timely reporting and use of high-quality routine program data.
- Collect and compile data from ART roll-out sites on quarterly basis; upload data to web-based reporting system.
- Conduct data quality assessment of routinely reported program data.
- Prepare semi-annual and annual quantitative reports.
- Analyze progress towards achievement of annual targets for ART roll-out sites and overall country program
- Ensure that ICAP-supported M&E activities at multiple delivery sites conform to national policies and guidelines.
- Carry out other M&E duties as assigned.
MINIMUM QUALIFICATIONS:
• Bachelor’s degree or equivalent in Epidemiology, Biostatistics, Public Health or related field.
• Minimum 3 years relevant experience in the design, implementation and management of health monitoring and evaluation systems – HIV/AIDS experience preferred.
• Experience working in limited-resource settings, preferably in Africa or South Sudan.
• Prior work experience with International NGOs, Ministries of Health and USG partners.
• Fluency in spoken and written English.
• Excellent communications and organizational skills.
• Experience with database analysis using Epi info, Stella, SAS, SPS, and/or STATA.
• Strong data management and analysis skills.
• Proficient IT skills: Microsoft Word, Excel, Powerpoint, Access.
