1) Support to the development of a curriculum for local government officials and staff and facilitation of South-South exchange between local government associations and local government training facilities.
2) Support to the development of a Local Government Capacity Building Pooled Fund.
For this project, Particip is searching for different long-term and short-term expert profiles:
International long-term expert:
· University degree in administrative sciences, public policy, political science or a similar degree,
· Practical experience in advising associations and civil servants,
· Knowledge on current capacity building approaches and of of GIZ's Capacity WORKS management model,
· Capacity of designing and managing programs,
· Experience in curricula development for a higher education institution,
· Experience in quality-assurance systems for higher education,
· Team player, self-motivated with personal characteristics to quickly integrate and make an impact;
· Capable of prioritising work on targets and customer needs,
· Excellent oral and written communication skills in English are a must criterion;
· Strong analytical skills;
· Interdisciplinary thinking;
· Experience in local government is an asset.
National long-term expert:

· Master’s degree in a relevant area;
· Minimum 5 years’ experience in Development Cooperation
· Experience in Government-donor coordination in multi-stakeholder settings, and of pooled funds;
· Knowledge of capacity building and crosscutting issues;
· Excellent communication and interpersonal skills;
· Experience in decentralization/local governments and knowledge of Rwanda government operations an asset;
· Excellent oral and written communication skills in English are a must criterion (French is an asset);
· Knowledge of GIZ's Capacity WORKS management model.

· University degree in a relevant area;
· Minimum 5 years’ experience in the public sector or in development projects in Rwanda, preferably at central and local government level;
· Understanding of capacity building;
· Experience of development partners operations in Rwanda;
· Experience of Government-donor coordination in Rwanda and of pooled funds an asset;
· Excellent communication and interpersonal skills;
· Excellent oral and written communication skills in English and Kinyarwanda are a must criterion (French is an asset);
