The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Information and Database Management Officer P2, which will be based in the Food Security, Vulnerability and Markets Analysis (VAM) Unit at our Headquarters in Rome, Italy.
The Information and Database Management Officer will report to the Senior VAM Officer and be responsible for the following key duties:
• Ensure the collection, storage, distribution, integration and application of information and knowledge within the Analysis and Nutrition Service Branch. The specific areas of Information and Knowledge Management (IKM) include Document Management and Library Services; Corporate Data and Reports Management as well as the WFP Food Security Analysis website, VAM information systems and VAM Social Media accounts;
• Coordinate the development of the Mobile Data Collection software with regards to VAM assessment requirements and integration with other VAM information systems and workflows;
• Coordinate the software development and integration with ArcGIS Server of VAM information systems;
• Manage ArcSDE Geo-Database and ArcGIS Server applications: this includes SQL Server and ArcSDE optimization and management of versioned data within ArcSDE and management of users and published datasets in ArcGIS Server;
• Analyse food security data resources and user requirements; translate requirements into new information management applications and procedures and/or recommend enhancements in the functionality of existing procedures and systems;
• Study existing cross-functional information sources and, in close coordination with concerned divisions, collate the information into a single corporate repository; manage and maintain the Corporate Data Dictionary and Model;
• Maintain close liaison with the officers responsible for other specific areas of IKM and information and communication technology;
• Coordinate the use of VAM’s official information databases and other resources, and coordinate the deployment of information through the IKM media used by WFP;
• Monitor and keep up to date with technological changes relevant to the specific area of IKM;
• Advise on and apply new emerging IKM technologies in order to ensure efficiency and user satisfaction
• Oversee user support and all aspects of problem management to ensure timely delivery of services to the user community;
• Perform other duties as required.

Qualifications & Experience Required
Education:
• Post graduate degree in the field of Information Management.
Experience:
• At least three years of postgraduate professional experience in the field of information and knowledge management with specific focus on food security data collection, archiving and systems integration;
• Proven in-depth work experience with MS SQL Server database design and architecture, database interoperability;
• Experience in deploying and managing MS Internet Information Services, ASP, ASP.NET and MS SharePoint applications;
• Experience in the installation and management of ESRI ArcSDE, ArcGIS Server and ArcGIS Desktop;
• Experience in the design, training and use of mobile technology for data collection and transmission including SMS text messaging and mobile connectivity, including FrontlineSMS and Open Data Kit;
• Experience in the management of datasets regarding nutrition, resilience and access to food for knowledge sharing.
Technical Skills & Knowledge:
• Familiarity with IT infrastructures and policies of the International Computing Centre (UNICC);
• Familiarity with quantitative data analysis and the use of SPSS or STATA applications;
• Basic knowledge of GIS data formats and geo-processing concepts;
• General knowledge of UN system policies, rules, regulations and procedures governing administration and procurement is desirable.

• Good action management skills to plan and organize work effectively;
• Ability to write clear and concise procedural documentation;
• Ability to handle a large volume of work and meet strict deadlines;
• Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Language:
• Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages); • Knowledge of French or Spanish is desirable.
Terms and Conditions
Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
