Humanitarian Coordinator, Central Africa Regional Office (CARO), Goma
The Humanitarian Coordinator will coordinate FCA’s humanitarian activities both in the immediate emergency response and in the longer term humanitarian assistance in Democratic Republic of the Congo. S/he shall contribute to international fundraising and ACT Alliance activities in the country. The Humanitarian Coordinator will report to the Regional Representative of the FCA Central Africa Regional Office (CARO) in Goma, DRC.
Duties and Responsibilities
• Ensure programmatic, technical and financial quality of FCA humanitarian programs in the program countries (DRC and CAR) and region
• Overall responsibility for humanitarian project planning and implementation with partners, including project formulation and narrative and financial reporting to donors
• Capacity building of partner organizations and ACT alliance in the regional office
• Overall responsibility of coordination of FCA funded interventions, including the UN cluster system, INGO forums and ACT Alliance
• Representation of FCA in humanitarian action related networks, improving the status and visibility of the organization
• Monitoring of humanitarian situation in the program countries and region
• Overall responsibility for carrying out emergency rapid responses together with HUA and partners when required
• Initiate advocacy and public relation efforts of overall humanitarian situation and FCA work
• Carry out disaster preparedness planning for Central Africa Regional Office
• Overall responsibility for humanitarian project planning and implementation with partners, including project formulation and narrative and financial reporting to donors
• Capacity building of partner organizations and ACT alliance in the regional office

Competence and Personal Requirements
• Relevant work experience in humanitarian aid operations
• Good knowledge of humanitarian aid approaches and standards as well as humanitarian coordination structures
• Good knowledge or proven experience in project management, including financial project management and reporting
• Good knowledge of international donors and proven experience of project development desirable
• Previous experience of working with implementing partners desirable
• Experience with multilateral and international cooperation and advocacy, as well as in establishing donor relations and fundraising activities.
• Strong co-ordination, analytical and negotiation as well as diplomatic and communication skills are necessary
• Good judgement and ability to work in a team, and be able to cope in difficult and stressful situations
• Good writing skills and extensive experience in the preparation of reports in English language
• Readiness to travel on short-notice to field during the contract
• Computer literate and firm knowledge of general project management tools, such as spreadsheets, is essential
• Fluency in French and English, both written and oral, skills in Swahili is considered an asset
• Good knowledge of humanitarian aid approaches and standards as well as humanitarian coordination structures
• Good knowledge or proven experience in project management, including financial project management and reporting
• Good knowledge of international donors and proven experience of project development desirable
• Previous experience of working with implementing partners desirable
• Experience with multilateral and international cooperation and advocacy, as well as in establishing donor relations and fundraising activities.

• Are flexible and capable in working in different, and sometimes challenging, situations in a multicultural environment, and you have willingness to live in conditions of hardship and insecurity

Application Process
The position will be filled as soon as possible until the end of 2014. The assignment will begin with an orientation period in Helsinki, at FCA Headquarters. The compensation is based on FCA collective agreement and the candidate’s level of experience. Monthly salary including adverse working conditions allowance in the beginning of contract will be 3600 - 3950 €.
The duty station will be Goma, Democratic Republic of the Congo, with frequent travel to project areas. The position is a no-family post, and accommodation might be co-housing.
