BACKGROUND The portfolio of Nutrition Unit in ESARO has been significantly expanded over the last year and it is anticipated that in 2013 the Unit will manage four large grants with an estimated total budget of USD 67 million. The currently anticipated projects are as follows:
• EU/UNICEF Africa’s Nutrition Security Partnership (EU, 15 million Euros), • Prevention of treatment of HIV and undernutrition in infants and young children: Innovation in integrated service (CIDA, 7 million CAD), • Scaling Up Nutrition and Immunization through Child Health Days in Sub-Saharan Africa (CIDA, ESAR: 15 million CAD) and • Improving Child Nutrition in Four Countries in Sub Saharan Africa (Government of Netherlands, 20 million Euros).
These 4 projects together include 16 countries and regional level components/activities and involve multisectoral coordination and approach including but not limited to health, nutrition, food security, agriculture, social protection and safety nets. To ensure optimal grant management, budget monitoring and reporting according to donor requirements as well as to ensure efficiency of the project activity implementation, there is a need to have a Programme Budget Officer for the Nutrition Unit.
PURPOSE OF ASSIGNMENT Under the guidance and the supervision of the regional Nutrition Adviser, the incumbent will undertake a variety of specialized tasks in support of the preparation, monitoring, and use of programme budgets, involving different sources of funds. She or he will need to work in close collaboration with the respective UNICEF Country Nutrition Managers, WCARO and relevant units/sections within ESARO and KCO.
MAJOR DUTIES AND RESPONSIBILITIES
The incumbent is expected to undertake the following tasks: 1.Register and maintain the programme structure in the electronic Programme Management System (VISION), ensure Programme Results, activities and programme coding are as per hardcopy rolling work plans,and make amendments and alterations as per section revisions when necessary. • Inform Nutrition (?) Specialists upon receipt of new contributions and request allocation details and amounts and undertake rephasing after clearance by Planning Officer. • Register grant allotments immediately after clearance is obtained and maintain a record of all new allotments; provide technical support to Nutrition Specialists on budget re-allocation within the Programme Result Areas. • Provide financial information to update Donor files including start and end date of grants. • Track expiring grants by providing information on unreleased funds for the three months preceding expiry and send alerts to sections. • Process requests for grant expiry date extension in a timely manner.
2.Track Programme budgets, generate reports, analyse and share monthly and quarterly management reports for review by Section and by management • Section-wise tracking and analysis of regular and emergency programme funds allocated, unutilized, reported and monthly and quarterly analysis shared with sections and issues requiring management attention highlighted • Prepare quarterly cash transfer requirements • Prepare analysis of sales orders issued versus what has been delivered to partners
- Co-ordination of projects under the guidance of the Regional Nutrition Adviser REQUIRED QUALIFICATIONS
Education University degree in any of the following: Social Sciences, Public Administration, Finance, Business Administration, or other fields related to the work of UNICEF with qualified experiences will be considered.

Experience Minimum two years of progressively responsible professional work experience in, programme budget administration, management, monitoring and evaluation. International level experience an asset. Experience working with UN is an advantage.
Language(s): Fluency in English and another UN working language required.
