Description of Saferworld and South Sudan programme:
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.
Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and South Sudan, with some work also conducted relating to Sudan and Ethiopia. In addition to work at a country level, Saferworld also supports regional and international conflict prevention and security processes from its regional offices and its global headquarters in London.
Saferworld’s South Sudan programme aims to develop and implement community-focused and integrated responses to the complex mix of security, conflict and development challenges faced by the people, the state and international partners. The programme will improve:
Security sector governance and community-focused security responses, focusing on policing service delivery, role of informal security providers, civil society oversight, and links between security, conflict & development Small arms control policy, legislative framework and its implementation Multi-sector national and international responses to conflict and insecurity through providing information and analysis and sharing lessons from practical programming.
The programme seeks to achieve change in these three areas through working with national and state-level government and civil society stakeholders, and international actors. The geographic focus will be on South Sudan, with some engagement on North-South, regional and cross-border issues.
Job Purpose:
The Country Manager will be responsible for the successful delivery of Saferworld’s existing programme of work on security and justice, small arms controls, and aid and conflict, in addition to developing and establishing new areas of engagement for Saferworld in South Sudan in these and other areas as appropriate.
Key areas of responsibility:
1: Lead the planning, implementation, monitoring and reporting of Saferworld’s programming in South Sudan ensuring opportunities for development are capitalised on and strategic direction is maintained.
2: Build and maintain effective external relationships in support of Saferworld’s work in South Sudan.
3: Ensure the physical welfare, well-being and professional development of programme staff.
4: Oversee the efficient implementation and incremental improvement of Ops/HR and Finance processes
- Ensure effective relations are maintained with other parts of Saferworld
Duties:
1: Lead the planning, implementation, monitoring and reporting of Saferworld’s programming in South Sudan ensuring opportunities for development are capitalised on and strategic direction is maintained.
Detail Actions: - Lead the development and periodic review of Saferworld’s South Sudan strategy - Manage the overall development and implementation of programme components in fulfilment of Saferworld’s South Sudan strategy and in accordance with funded programme obligations - Lead in ensuring effective planning, monitoring and reporting for Saferworld’s South Sudan programme components and activities - Remain updated on the context in South Sudan, ensure that the programme remains relevant and responsive to the context and opportunities for growth are capitalised on - Provide technical expertise to programme staff as relevant and/or assist in ensuring that the correct technical expertise is available to programme staff
2: Build and maintain effective external relationships in support of Saferworld’s work in South Sudan
Detail Actions: - Maintain good relationships and regular contacts with, but not limited to, the: Ministry of Interior, Police Service and Bureau for Community Security & Small Arms Control; international partners and stakeholders and relevant donors and civil society organisations that Saferworld may engage with - Ensure effective management of any formal partnerships between Saferworld and government, civil society and international partners - Remain updated on the overall ‘aid architecture’ in South Sudan in order to be able to identify appropriate entry points for Saferworld’s current and future work - Represent Saferworld in high-level meetings and ensure effective representation in external coordination fora that Saferworld is involved in, such as the Conflict Reduction sub-cluster - Identify and develop – together with regional Head of Programme – fundraising opportunities for the South Sudan programme
3: Ensure the physical welfare, well-being and professional development of programme staff
Detail Actions: - Provide line management to members of the country management team, currently consisting of two Area Project Managers, one Operations/HR Manager and one Finance Manager - Oversee and support the well-being and professional development of the wider team of staff in South Sudan, currently numbering fourteen people, in accordance with Saferworld’s performance management system - Ensure compliance with South Sudan’s security plan, updating procedures and ensuring regular staff briefings and training are provided where necessary in collaboration with the Security Focal Point
4: Oversee the efficient implementation and incremental improvement of operations, HR and Finance processes
Detail Actions - Ensure that Saferworld South Sudan is compliant with local legislation and directives, Saferworld’s policies and procedures, and donor procurement regulations, in collaboration with the Operations/HR Manager - Ensure all accounting and finance functions and donor financial regulations are complied with by all staff and partners, in collaboration with the Finance Manager
- Ensure effective relations are maintained with other parts of Saferworld
Detail Actions - Engage with other country managers and heads of regions to ensure that potential programmatic or operational synergies are maximised - Coordinate closely with Policy, Advocacy and Communications (PAC) staff in London HQ to enable the efficient transfer of knowledge and resources (including seconded staff) to support the achievement of the programme’s objectives - Collaborate with the Head of Organisational Development Unit and Director of Operationss/HR and others to ensure lessons learnt are utilised in-country and/or shared with the wider organisation
Person Specification
Essential requirements:
- Extensive experience at a senior management level managing multiple grants in a complex and logistically challenging environment. - Strong communication and staff management skills with experience of managing operations and finance personnel as well as programmes staff in a multi-cultural setting - Experience in financial management, including in regular oversight of financial procedures, budget management and donor reporting - Master’s degree in international relations, conflict or security studies or similar; or equivalent practical experience on the issues - Previous experience of living and operating in a challenging or conflict-affected environment like South Sudan - Proven ability to plan strategically and manage organisational security systems and procedures

Terms and Conditions
- Salary range: As per Saferworld’s global salary scales

- Holidays: 28 days/year in addition to agreed S Sudan public holidays
- Hours: Standard working week is 37.5 hours
- Start Date: 11th May 2013 or soon thereafter
- Probation: There will be a probationary period of three months
