Programme Officer –Strategic Climate Institutions Programme (SCIP) – Ethiopia

KPMG’s International Development Advisory Services Unit (IDAS) is based in Nairobi, Kenya and has adopted a pan-African approach to development work, employing full-time experienced development experts within the KPMG Africa team at our headquarters in Nairobi, together with a network of champions across the twenty countries of KPMG in sub-Saharan Africa.
The IDAS unit focuses on understanding clients' organisations and operations, and supporting them in delivering their development programmes. The core of our work is in advisory and audit assignments for donors, for example providing grant management services, supporting the development and operationalisation of Private Sector Development and Governance enhancement programmes, and supporting the development and performance of donor and civil society organisations. We also provide audit and assurance services for many donor and civil society organisations.
Due to programme requirements, IDAS are looking to recruit a Programme Officer for the KPMG managed Strategic Climate Institutions Programme (SCIP) based in Addis Ababa, Ethiopia. SCIP is a four year initiative channeling GBP15 million from the UK’s Department for International Development. The objective of the SCIP is to set up and manage a climate change funding mechanism with the aim of supporting Ethiopian institutional capacity building in order to face the challenges and embrace the opportunities of climate change. The SCIP Fund works with Government, Academia and Civil Society Organizations.
Key roles and responsibilities Support the day to day coordination and implementation of SCIP funded projects: This will include:
Support project implementation, partnership and stakeholder relationships with and between grantees at all levels;
Coordinate and undertake site and field visits to grantees to review project progress and to collate project successes and lessons learnt;
Liaise with SCIP grantees and coordinate project activities to ensure that the activities in each results area are implemented in accordance with the project agreement, work plans, budgets and log frames;
Monitor project implementation against the established indicators detailed in the project logical framework;
Liaise with grantees to ensure the timely submission of project reports and undertake timely review of reports;
Conduct field visits as required to verify project activities as per the SCIP monitoring plan and prepare monitoring reports;
Support grantees on an ad-hoc basis to ensure project implementation is according to plan and provide guidance in operational and technical innovation and lesson learning to grantees throughout project implementation;
Facilitate project evaluation and annual review exercises, and
Undertake closing out activities for SCIP projects in coordination with the SCIP team.
Build new relationships; assist in proposal preparation and facilitating high quality applications. This will include:
Support the SCIP Team Leader in fostering new relationships and facilitating the submission of project concept and proposals from SCIP target organisations and institutions;
Work with and support Climate Resilient Green Economy (CRGE) unit led partnerships and cross ministerial communications;
Work with regional authorities (particularly emerging regions) to ensure SCIP projects reach these areas, particularly federal and regional linkages;
Develop coordinated and collaborative climate change partnerships amongst key actors at federal and regional level;
Support institutional development in terms of networks and communications systems amongst climate change actors.
Overall SCIP Fund Management support. This will include:
Plan and arrange Stakeholder Oversight Committee (SOC) meetings and assist the Team Leader in the role as secretariat to the SOC;
Assist in the facilitation of SCIP training and learning events for grantees, including lessons learnt report writing;
Organise and facilitate stakeholder consultations and project review meetings as required;
Represent the SCIP Fund Management Team in meetings with the government, donors, NGOs and other stakeholders;
Participate actively in the quarterly and annual internal work planning and monitoring for the SCIP Fund Management Team; and
Undertake any other activity that may be necessary for the effective management of the project. Qualification and experience Required
A minimum of five years project management and programme support experience in Ethiopia and/or in the region with an international NGO or donor institutions;
A Masters degree in social sciences, international development or in a relevant subject;
Fluent in written and spoken English and Amharic.
Experience in implementing project and programme monitoring and evaluation (M&E) systems.
Programme experience relating to one or more of the following: agricultural, environmental and natural resource management, sustainable livelihoods and small and medium economic activity development;
Experience in project design, proposal development and project management.
Additional qualifications for programme management methodologies and training will be an added advantage; and
Experience of organisational and strategic planning processes.

High level of analytical and conceptual thinking; Robust knowledge of the key components of the project management cycle, ideally including strategic planning and monitoring & evaluation; Strong communications skills - liaising with SCIP stakeholders by phone or in writing; Computer literacy, including proven experience with word processing and spreadsheets; Strong sense of integrity and personal commitment to the goals of the SCIP Fund; Ability to undertake unaccompanied travel and operate away from the working base in order to achieve objectives; Ability to organise and prioritise workload to meet deadlines and resolve conflicting demands; Ability to work as a member of a team sharing knowledge and providing guidance and technical advice where necessary; Well developed problem solving abilities; and Socially confident, and able to create a strong presence with clients and the KPMG team.
