HOURS : FULL TIME 40 HOURS PER WEEK

SALARY: FSN-08 (USD 7,039 to USD 12,667) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-07 (USD 6,212 to USD 11,180).
MAJOR DUTIES AND RESPONSIBILITIES: The Program Assistant performs all administrative activities and logistic functions that are necessary to run the Basic Education Services Office (BES) and assist in programmatic activities. S/he acts as a Contracting Officer Representative/ Agreement Officer Representative (COR/AOR) for at least one large program. S/he Maintains and manages filing system; records and documents; receives and controls correspondences; and obtains project data and documents; monitors the implementation of financial utilization plans of on-going programs and projects; works with BES AORs/CORs and Activity Managers to close-out completed programs. S/he is also responsible for handling BES office staff travel arrangement; organizing meetings and workshops and budgets for workshops; and other similar administrative matters. S/he also performs other administrative and program related activities as requested by BES Office Chief and Deputy Office Chief.
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: BA Degree in management or related field is required.
EXPERIENCE: Four years of experience in logistic coordination and administrative activities.
LANGUAGE: Ability to communicate effectively in both spoken and written English (level IV) is required. Knowledge of Amharic language is essential. This will be tested.
KNOWLEDGE, SKILLS, AND ABILITIES: The Program Assistant must have good knowledge of basic rules and regulations of the US Government, particularly the Automated Directive System (ADS) as they relate to personnel, acquisition and procurement, and projects. Knowledge about office management, Project designing, planning, monitoring, documentation is essential. Knowledge of USAID program implementing partners in Ethiopia and host country’s system of government, labour law, and geography is also important. Computer skills in processing Word, Spreadsheets, Databases and Internet are essential. He/she also must have good communication skill.
