GENERAL OBJECTIVE / OBJECTIVE GENERAL:

In the coming weeks the tender procedure for the next round of framework contract will be launched. ARS Progetti has been shortlisted as consortium partner in the Lot 3.

For this purpose ARS Progetti is seeking for consultants available for short-term assignments worldwide in the fields of "Telecommunications and information technologies”.

Object of these contracts is the provision on-demand of highly specialised consulting services in different fields in any country beneficiary of the EU co-operation, within the ceiling of 200.000 Euro (with exceptions beyond this ceiling) for each assignment.

Being a framework contractor means to receive continuously during the period of validity requests for proposals which must be answered in two weeks by submitting the CV of the required experts, a financial quotation and, in some case, a methodology. Services may be required by the EC itself or by any beneficiary of the Europe Aid Cooperation Office in several countries.

7. Platforms: hardware, software, networks; applications: packages, Expert information systems (EIS)/Management information systems (MIS)/data warehouses, Decision Support Systems, etc.
8. Information System as a tool for poverty alleviation, rural telephony, community tele-centers etc.
9. Information System as a tool for knowledge management
10. Information systems for Public financial management (e.g. Integrated financial management information systems)

QUALIFICATION

A. EXPERTISE COMMON TO ALL LOTS
As a minimum, the expertise is required to cover the entire project cycle:
a. programme / project identification, preparation / formulation,
b. programme / project implementation,
c. preparation of Terms of Reference (services) or technical annexes (works, supplies) or evaluation of offers (Procurement),
d. evaluation of grant proposals
e. evaluations (ex-ante, interim, ex-post etc.), monitoring
f. as well as a number of horizontal aspects:
g. (Cross-) sectoral policies / reforms,
h. Macroeconomics,
i. Public financial management,
j. Legislation, regulations, law enforcement,
k. Approximation of legislation,
l. Institutional building,
m. Training / research,
n. Awareness-raising, (incl. information / communication).
