Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE, both in Kampala and other parts of the country.
SURE (Securing Ugandans’ Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.
MSH now invites applications from suitably qualified candidates for the following position:
1) Senior Monitoring and Evaluation Advisor ( Kampala) – Re-advertisement
Reports to : Chief of Party (COP)
Overall Responsibility
The Senior M&E Advisor works with the CoP and the Technical Advisors to ensure the development and implementation of the performance management plan (PMP) as well as program indicators necessary to track program targets and objectives.
S/he also supports the MoH and other relevant stakeholders to establish adequate national supply chain indicators and works with the Technical Advisors to ensure that developed information system tools adequately capture these indicators.
S/he oversees the tracking, analysis, interpretation and utilization of all program data as well as the compilation of program quarterly and annual reports. In addition the job holder will:
• Contribute to the development of the research agenda and provide leadership in the analysis and use of research results and findings
• Assist in the design and implementation of impact assessments in regards to pharmaceuticals and supply chain management
• Work with the various stakeholder M&E Specialists in setting up their M&E systems and implementing them
• Plan and implement M&E related capacity building activities
• Leading the data quality assurance role
• Ensure timely and quality completion of all M&E deliverables in line with USAID requirements including update of the USAID reporting systems
• Contribute to the development of the annual work plan
• Provide support during project evaluations and follow up on implementation recommendations.
• Supervise staff working in M&E department
Qualifications
1) Master’s degree in public health, demography, statistics or related field.
2) Minimum 5 years experience in health sector / systems monitoring and evaluation
3) Familiarity with supply chain concepts and pharmaceutical/logistic indicators
4) Capacity building/training experience a plus
5) Hands on experience with USAID M&E procedures and practices, and reporting requirements is highly desired
6) Ability to work in a fast-paced teamwork environment to meet required deadlines
7) Demonstrated effective leadership and interpersonal communication skills
8) Excellent English language skills (both written and oral) with the ability to make presentations and effectively write/ edit reports
9) Demonstrated computer skills in Microsoft Office Suite applications and statistical packages such as STATA
10) Ability and willingness to travel within Uganda at least 20% of the time
11) Working experience in Uganda
2) Project Specialist– GPP Certification (Kampala)
Reports to: Senior Advisor – Medicines Quality and Use
Overall Responsibility
The Project Specialist – GPP Certification will handle the implementation of GPP inspections and certifications of the approximately 1750 health facilities in the SURE-supported districts. S/he will be responsible for all activities related to certification of public and private-not-for-profit (PNFP) drug outlets and will coordinate activities with the National Drug Authority (NDA) and a public relations company to implement the IEC (Information, Education and Communication) campaign. In addition the Project Specialist will:
Specific Responsibilities:
• Support NDA in all aspects of GPP certification
• Ensure relevant information about inspected and certified health facilities is available to SURE program for further planning and reporting
• Participate in development of IEC marketing material for all stages of the GPP campaign including content approval from NDA
• Schedule and implement regional recognition ceremonies in collaboration with the PR company and SURE’s regional offices
• Support development of ideas and production of the GPP documentary in collaboration with a PR company
• Coordinate practical training of NDA inspectors by Medicine Management Supervisors
• Update and enhance the GPP tool used to inspect public health facilities
• Coordinate development of training material for training of NDA inspectors in the GPP tool, data entry, data utilization and basic computer skills, organize trainings and facilitate (where possible)
Qualifications
1) Bachelor’s degree in a health area, capacity building, social sciences or any other relevant field
2) 3 years relevant experience
3) Demonstrated administrative and coordination skills as well as attention to detail
4) Ability to plan, organize and create long-term schedules
5) Experience with medicines logistics or inventory management information systems is an a plus
6) Self motivated and pro-active
7) Ability to be flexible and adapt to changing priorities and shifting deadlines is a must
8) Willingness to travel within Uganda is required
9) Strong teamwork
10) Good English communication skills both in writing and oral
3) Technical Officer,
Rational Use of Medicine (Kampala)
Reports to: Senior Advisor, Medicines Quality and Use
Overall Responsibility
In collaboration with the SURE Senior Advisor, Medicines Quality and Use, the Technical Officer will support UMTAC secretariat to improve rational use of medicine in Uganda. In addition the Technical Officer will:
• Support implementation of RDU trainings including participation in the pilot training and development and revision of training material
• Organize and provide logistical support to health workers in carrying out rational use of medicine studies
• Assist in development of national formulary/practical guide for dispensers
• Support the launch and implementation of national formulary/practical guide for dispensers
• Support the coordination of UMTAC meetings including minute taking and writing
• Publish and keep the UMTAC website updated with the assistance from the SURE Communications Associate
Qualifications
1) A Pharmacist with interest in pharmacology, therapeutics and public health
2) 3 years relevant experience
3) Knowledge and understanding of the Uganda public health system. Previous experience with USAID supported programs is an added advantage
4) Capacity building experience including experience in development of training material is an added advantage
5) Willingness to be flexible and adapt to changing priorities and shifting deadlines
6) Strong teamwork and team-building skills
7) Strong English skills required, including ability to write technical reports and documents
8) Demonstrated computer skills, including knowledge of Microsoft Word, Excel and Power Point
9) Demonstrated administrative and coordination skills as well as attention to detail
10) Ability to plan, organize and create long-term schedules
