Global Communities, formerly CHF International, is seeking a Local Government Capacity Development Expert for an anticipated USAID funded devolution program in Kenya. The project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments and strengthen the role of civil society as a governance partner at the local level.
The Local Government Capacity Development Expert will serve as part of a team focused on building the capacity of local government units. The Capacity Development Expert will be responsible for developing training and capacity building programs for local government units, in areas such as planning or budgeting, as well as building the capacity of local entities to do so. Position requires prior experience in East Africa; local Kenya experience highly preferred. Qualifications:
• Degree in a relevant field such as public administration, urban and regional planning or related field • At least 5 years experience implementing local governance programs with a focus on capacity building; knowledge of best practice in local governance programming is essential; • Previous work in devolution/decentralization with government desirable; • Kenya experience highly desirable; • Fluency in English, written and spoken is required; knowledge of Swahili or other local languages spoken the region a plus.
