BACKGROUND:
HAI is currently implementing programs in over 15 countries around the world and has been present in the African Great Lakes since 2008. Among its current programs, KaziSafi is a two year initiative to strengthen respect for worker rights in the artisanal mining areas of South and North Kivu in the Democratic Republic of the Congo (DRC); Fikra Timamu is a two-year initiative to improve the quality and coverage of community based mental health services in Eastern DRC; and the ‘Great Lakes Regional Anti-Trafficking Protection Partnership’ (GRAPP) is a five year program providing protection, recovery and reintegration services to victims of trafficking in Burundi and the DRC. HAI is looking to hire a resourceful and adaptable M&E Global Fellow to work with current programs and assist with the development of new projects.
DURATION: 6 months (renewable, depending on available funds): March 15 – September 15, 2013
RESPONSIBILITIES:
The Global Fellow will provide M&E support to HAI Great Lakes programs on anti-trafficking, mental health, and labor rights. The Global Fellow, under the Program Director’s supervision, will be responsible for updating, developing, and writing monitoring and evaluation procedures and reports, in addition to providing support to program development efforts. Specific responsibilities will include:
• Design appropriate qualitative and quantitative research methods to ensure effective data collection and train field staff in these methods • Work closely with stakeholders and field staff to continue and update appropriate reporting systems • Attend and contribute evaluation results to meetings with various stakeholders including management, field staff, and working groups • Contribute lessons learned to support ongoing organizational activities • Conduct monitoring visits at field sites to ensure proper program implementation as per grant guidelines and targets and gather data for reports • Draft monthly, quarterly, and program-specific reports • Coordinate with the Program Development Global Fellow to help map the current donor environment in Burundi, DRC and Rwanda – identifying potential funders in each country, funding priorities, and current grants; • With program staff, responding to funding opportunities, adhering to HAI program development procedures; • Preparing and updating critical materials and tools for program development purposes, including capacity statements and partner/donor maps; • Participate in networking and outreach efforts; • Prepare communications pieces to highlight program achievements
QUALIFICATIONS:
• Graduate degree in science or social science (preferably in Development Studies, International Relations, Economics, Statistics, or related fields) • Demonstrated experience in monitoring and evaluation, data collection, and use of results frameworks • One year of prior experience in a developing country, preferably a hardship posting • Ability to adapt to change and a shifting environment • Excellent report-writing skills in English • Can work independently with minimal supervision • Fluency in speaking, reading and writing English; advanced French skills required • High level communication skills, including experience communicating effectively across cultures and with diverse audiences, both verbally and in writing
COMPENSATION:
• Monthly stipend • Housing stipend • Emergency evacuation insurance • Roundtrip flight and ground transportation, as required (flight will not be covered if the candidate is already in the Burundi)
This position will be based in Bujumbura, with occasional travel to the Democratic Republic of Congo.
