The Clinton Health Access Initiative (CHAI) is looking for a Health Financing Analyst to support CHAI’s to the government of Zambia in addressing challenges and planning for sustainable financing within the health sector, along with providing technical assistance in optimizing use of financial resources available for health. CHAI works in close partnership with the Ministry of Health (MOH) providing technical assistance in a variety of areas such as human resources for health, access to HIV/AIDS treatment and care, operational research, and health financing amongst others.
The Health Financing Analyst will report to the Health Financing Program Manager and will provide critical support to the government. The Analyst will be a part of a team that works very closely with the Ministry of Health, Ministry of Community Development & Mother and Child Health, as well as the National AIDS Commission and the National Malaria Control Program, cooperating on a regular basis with donors, partner organizations, NGOs and civil society. The Health Financing Analyst will be called upon primarily to support these efforts analytically. Please note that the contract for this position is until December 2013 with likelihood of renewal on grant extension.

Responsibilities: Provide robust analytical and problem solving support to the CHAI Zambia team in the following (but not limited to) areas such as:
•Analyze innovative financing mechanisms in the health sector, including direct support to the implementation and design of Social Health Insurance policies and structures •Reviewing financial flows to assess potential for improved efficiency of health programs or interventions •Understanding current resource expenditure in the health sector and modeling future trends •Support design and implementation of long term health financing strategic plans •Process evaluation for improvement of health system budgeting and planning policies and tools •Understanding private sector involvement health and analyzing methods to increase effectiveness •Modeling current costs of providing key health interventions at the national and facility levels •Any other tasks assigned by the Program Manager or Country Director
Qualifications:
•Bachelor’s degree and at least 3 - 4 years of professional experience •Very strong quantitative skills, including significant experience with financial modeling in Excel •Strong communication skills, including the ability to prepare compelling presentations and policy/planning documents •Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders •Excellent organizational and problem solving skills •Ability to multi-task and to be effective in high-pressure situations •Ability to work independently on complex projects
Advantages:
