AMREF South Sudan is recruiting a Monitoring & Evaluation Manager to report to the Country Director. S/he will take full charge in identification of strategic information from AMREF interventions, its analysis and packaging for strategic functions as well as aligning with national indicators, ensure AMREF M&E and project information system feeds into the relevant national health related information system and AMREF strategic directions and identified indicators, Develop, manage and coordinate an effective and efficient country level result based monitoring and evaluation system for AMREF in South Sudan.
Key Responsibilities 1. Providing technical assistance to programme/project staff, partners and collaborators in developing project indicators, M&E systems and frame works and logical frame work analysis
2. Contributing to project proposal writing, review and editing 3. Providing Technical assistant to programme and collaborators in project cycle management process including design, planning execution, monitoring and evaluation, completion and phase out participating in capacity building for and with program managers, officers and partner organization and collaborators. Work with programme staff to document and disseminate best practices and lessons learnt including preparing quality report and papers. 4. Coordinating reporting systems and review of tools in liaison with M&E Director at HQ Nairobi 5. Coordinating quality assurance systems and review of SOPs in liaison with Senior Programme Manager 6. Regular follow up and technical monitoring of project outputs, outcomes and impacts

Required Qualifications: • Bachelor’s degree in health sciences and a master’s degree in public health or M&E or epidemiology or biostatistics or any related field; Knowledge of Arabic language will be added advantage. • 5+ years experience in M&E related to public health programmes with at least 5years experience with large donor funded projects, preferable government, multi-lateral, bi-lateral agencies and UN funded projects;
• Knowledge of USAID and MOH reporting indicators, bilateral and private sector foundation donor requirements; .•Demonstrated skills in the programmatic and operational coordination of program implementation; • Experience in the development of strategic and tactical plans in collaboration with others who represent a wide range of interests and needs; • Field oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously; • Demonstrated collaborative relationship with field-based local and international donor agencies; • Strong change management, results oriented and decision making skills; • Excellent presentation ,verbal and written communications skills; • Excellent team building and staff development ,coaching and mentoring skills; • Aware of and sensitive to working in multi-cultural groups in a post conflict setting;
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; • Ability to lead or contribute significantly to new program development and proposal writing. • Ability to travel up to 30% of the time to the field to support project work • Ability to represent AMREF South Sudan in various fora with senior government, UN, Multi-lateral and bilateral agencies.
