Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Liberia, Mali, Mauritania, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan) and in Haiti.
CONTEXT OF INTERVENTION
The Republic of South Sudan became an independent nation on 9 July 2011 seeing the popular will of its citizens fulfilled as per the Referendum vote in January 2011 – dictated by the Comprehensive Peace Agreement which ended over 20 years of civil war in 2005. With the government and citizens now looking forward to the development of the nation, South Sudan is still plagued by a number of conflict and natural disaster related emergencies creating significant humanitarian disasters in the severely underdeveloped rural areas.
The emergence of multiple rebel militia groups in the lead up to independence and the acute armed conflict in Southern Kordofan between northern and southern troops created widespread population displacements in the northern states of South Sudan.
Solidarités International (SI) implements rural and semi-urban water and sanitation activities in three states: Jonglei, Upper Nile and Unity. SI target counties prone to receiving IDPs and/or returnees and are prone to natural disaster (namely flooding). Upper Nile and Jonglei programmes are operated out of Malakal, the Upper Nile State capital. Intermittent emergency response programmes are also implemented in and around Malakal Town, on receiving influxes of returnees/IDPs. Unity State programmes are administrated from an office in Bentiu, the Unity State capital with plans a remote base in Leer, southern Unity State.
TASKS AND RESPONSIBILITIES
Strategic orientation • Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for South Sudan • Oversee and lead the process of programme development through drafting concepts and proposals with Programme Managers • Propose, organize and/or run assessment missions • Support the Head of Mission (HoM) in the monitoring and analysis of SI intervention sectors and the analysis of the donors’ strategies • Be the driving force for putting new activities into place • Participate actively in programming work
Relevance and quality of projects • Validate the relevance of any assessments carried out • Propose and organize evaluation missions • Support and approved the programme supervisor/s in setting up a technical approach and assessing the financial, human, and logistical elements of programmes • Ensure that all programmes are implemented respecting SI’s annual operational strategy, technical requirements, and the criteria stipulated by financial backers • Ensure the relevance and consistency of all programmes vis-Ã -vis the needs of the populations • Develop team capacities
Coordination, technical support and operational monitoring • Ensure that resources from the SI Tool Box are used correctly for project cycle management • Approve quality criteria and performance indicators • Take part in a monthly programme review • Provide support and advice to logistics • Provide technical and methodological support to programme managers and SFP • Supervise and support programme managers and SFP, monitor and evaluate activities • Anticipate difficulties relating to how his/her tasks are carried out and facilitate the resolution of problems • Propose reorientation of activities and indicators according to changing contexts
Capitalization • Ensure that SI’s capitalization tools are correctly used and disseminated • Participate in the improvement, centralization and dissemination of procedures, guides and tools • Capitalize on intervention methods and techniques, and on the experiences acquired by SI and other actors in the field • Ensure that handover reports are submitted by all Programme Managers
Personnel management • Define the prerequisites for technical position openings • Welcome and brief expatriates • Identify and implement training requirements within programme teams and locally available resources • Lead workshops, coordination meetings and/or technical exchange programmes • Evaluate and assess the performance of collaborators under his/her direct supervision • Actively participate in the organization of regional technical weeks • Supervise adherence to security regulations by personnel
Reporting • Consolidate activity progress update; supervise the preparation of, review and validate reports • Ensure that all reports are delivered on time and in the correct format • Validate technical reports and assessment reports
Communication / representation / External coordination • Attend WaSH cluster meetings and relevant technical working groups • Take part in WaSH coordination meetings • Ensure a continuous link is maintained with emergency WaSH actors and attend EPR meetings if needed • Maintain and support links with other actors working in the same areas, mainly in WaSH, education and health • Support the HoM in fundraising and the negotiation and examination of project proposals • Convey information to the relevant authorities on security matters having a possible impact on SI activities and the security of the teams • Establish and maintain a communication network and good relations with local/government authorities, donors representatives, WASH Cluster and cluster partners, UN agencies and other international/national agencies
CANDIDATE PROFILE
• University degree in a relevant field such as international development, public policy, economics, statistics, program evaluation, etc.; and/ or 2 years of project management experience in cross-cultural relief and development projects • Experience in developing programs and writing emergency relief and/or early recovery proposals for external donors (particularly ECHO, UN agencies, pooled funds) • Ability to network and build beneficial professional relationships with donor and partner organisations • Experience in both the WASH and Food Security Sectors • Field experience in countries in conflict/post-conflict situation • Experience in implementing emergency humanitarian programs • Management experience (expatriate + national teams) • Previous experience with Solidarités International is an advantage
Experience with and/ or willingness to understand monitoring and evaluation systems and methodologies
Technical skills: • Implementing/monitoring humanitarian programs • Ability to manage and supervise staff and provide technical support • Knowledge of emergency/post-emergency humanitarian strategies • Knowledge of the role of NGOs/UN agencies/peace-keeping missions and their specific mandates • Expertise in initial assessment tools in acute emergency situations • Ability to analyze complex geopolitical situations • Editorial skills, ability to summarize information: numerous reports (weekly reports, initial assessment reports and monitoring reports for external circulation). • Computer literacy with command MS Office Suite; Knowledge of GIS software is desirable • Excellent oral and written communication skills
Language: Fluent writing and spoken English (reports written in English), Knowledge of Arabic is an asset
Other criteria: • Calm and diplomatic (security management; relationships with local, administrative and military authorities and the humanitarian community). Close permanent relationships with financial backers and the Head of Mission for decision-making on intervention • Self-starter with strong research, analysis, and critical thinking skills • Keen interest in geopolitical and humanitarian strategy analysis • Very motivated by challenges • Adherence to restrictive security and behavioural regulations • Responsive and dynamic
CONDITIONS
Salaried post: from 1700 euros gross per month, according to experience, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 15-day period after six months spent on the mission (Solidarités will cover travel costs).
DURATION : 12 months, beginning mid-July.
