For more than 100 years, Heartland Alliance has been working with displaced and vulnerable people in the Chicago area, including refugees, asylum seekers, migrants and victims of trafficking. The services offered to these populations include legal protections, torture treatment, medical and psychosocial care and services specific to children's needs. Using the expertise gained through the delivery of such services, Heartland Alliance has turned its attention to the countries where these vulnerable and displaced persons originate, which have been adversely affected by war, violence and poverty. In these countries, Heartland Alliance applies its particular areas of expertise to build the capacity of local partners to provide quality and sustainable services to vulnerable populations.
THE POSITION
Location: Bujumbura, Burundi
Contract Period: April 1st 2012 – September 30th 2012
Rate: $500 stipend & $250 living allowance/month
Background: Heartland Alliance is currently implementing several programs in the African Great Lakes Region. KaziSafi is a two year initiative to strengthen respect for worker rights in the artisanal mining areas of South and North Kivu in the Democratic Republic of the Congo (DRC). The ‘Great Lakes Regional Anti-Trafficking Protection Partnership’ (GRAPP) is a three year program providing protection, recovery and reintegration services to victims of trafficking (VoTs) in Burundi and the South Kivu Province in the DRC. Project Remuruka is a two year project to increase human rights protections for sexual minorities experiencing discrimination and violence based on their sexual orientation or gender presentation in Burundi.
Objective: The Great Lakes Program Development Officer (GLPDO) will support the development of new HA programs in Burundi, Rwanda and the Democratic Republic of the Congo. The GLPO will assist with proposal research and writing, partner meetings and other administrative functions related to program development. Specific responsibilities will include:
• Mapping the current donor environment in Burundi, DRC and Rwanda – identifying potential funders in each country, funding priorities and current grants;
• Liaising with key current and future partners to identify potential opportunities for collaboration;
• With program staff, responding to funding opportunities, adhering to HA program development procedures;
• When not responding to open funding opportunities, developing new project concepts notes based on identified needs or high-potential opportunities – specifically, these should focus on sexual and gender-based violence, mental health and trauma recovery, services for child soldiers and victims of human trafficking, labor-focused projects, HIV prevention/care/support (particularly for men who have sex with men), and sexual minority rights.
• Preparing and updating critical materials and tools for program development purposes – including capacity statements, past-performance references, statements on specific technical capacities, etc.
Qualifications:
• Education and Experience- Masters degree in International Development or related field preferred; Experience developing grant proposals for submission to external donors, Project management experience, Demonstrated capacity for analysis, Strong cross cultural skills
• Language Skills- Fluency in English including strong writing skills, and proficiency in French
