Context and Background Merlin has been working in Ethiopia since March 2003. At that time operations were started in Oromiya Region, one of the areas worst affected by a prolonged drought. Merlin’s programs focus mainly on the provision of primary healthcare services through mobile and static clinics but include also community-based water and sanitation programs and community based nutrition programmes. Currently Merlin is maintaining three interventions in the country. Merlin’s health programs in Ethiopia are implemented in coordination with the respective Regional Health Bureaus (MoH).
In April 2008 Merlin started an Emergency health care support project in Gode Zone, located in Somali Region, in the South-Eastern part of Ethiopia and bordering neighbouring Somalia. It is said to be the poorest region in Ethiopia and has an approximate population of more than 4.5 million. Recent assessments in the region show a deterioration of the humanitarian situation with food prices increasing on a monthly basis and trade restrictions continue to adversely affect an already very fragile food security situation.
Cyclical droughts and floods in the past four years have led to the depletion of livestock and the reduction of agricultural output in a largely pastoral community. A long-standing violent conflict between two armed rebel groups and the Ethiopian Army continues to aggravate the situation for the population and access of humanitarian aid to certain areas is sometimes impeded. In Somali Region Merlin has a built a good relationship with the Regional government and local communities through programmes which provide nutrition; preventive and curative healthcare; and reproductive health services. In addition, in 2011 Merlin responded to an AWD and bloody diarrhea outbreak and drought in Somali Region with life-saving health and nutrition services for population in displacement and host populations.
The UK Department for International Development (DFID) has released a tender for a consortium lead to build the capacity of the Regional government in Somali region to deliver basic services in health, education and WASH. Merlin is leading a consortium of partners in response to this tender.
Main purpose of the role To drive and coordinate the monitoring and evaluation component of the DFID funded support to the delivery of basic services in the Somali region of Ethiopia under the Peace and Development Programme (PDP). Building a strong evidence base, the post will:
Work alongside key sectoral and programming staff to implement the programmes M&E Framework ensuring that evidence is collected, analysed and used systematically within programme design, implementation and review and shared widely within the consortia.
Ensuring that staff at all levels have the tools and skills to effectively embed monitoring, evaluation and accountability activities into all areas of their work.
Overall Objectives Under the umbrella of the programme plan, the main objectives of the M&E Co will be to:
• Lead on the development and implementation of M&E Framework. • Contextualise and implement M&E tools in coordination with consortia Programme teams and partners. • Work with the sector leads to ensure the integration of agreed core indicators into the implementation approach. • Provide guidance on approaches and methods for monitoring and evaluation of the outcomes and impact of services delivered. • Support teams in effective analysis of the evidence emerging from programme monitoring and evaluation.
Specific Responsibilities • During the three-month design phase, finalise the design of the M&E Framework coordinating with consortia partners and ensuring complimentarity with DFID • With sector leads, Develop a clear monitoring plan that enables all consortia staff to understand their contribution to the monitoring and evaluation of the programme to include: o Agreeing standard indicators o Means of Verification including surveys and studies where relevant o Frequency o Accountability and responsibility • Support sector leads in designing and implementing baseline assessments and mapping exercises and ensure these are used within our evidence base. • Ensure that monitoring plans and activities adequately include cross-cutting themes, management considerations and wider learning. • Monitor schedules and quality of monitoring activities providing guidance where necessary. • Consolidate in-line with the M&E Framework, data and evidence and ensure the timely inclusion of this into reporting. • With TUFTS university, ensure data and analysis is adequately drawn into mid-term and end of project evaluations.
Person Specification Essential Qualifications, experience and competences • Masters degree in Humanitarian or Development studies, Epidemiology, Statistics or other equivalent qualification. • Knowledge and experience of using qualitative and quantitative data collection and analysis methods, including knowledge of statistical packages. • Extensive experience in development, design and implementation of monitoring and evaluation systems (guidelines, methodologies including tools) at organisational and in field settings. • Excellent skills in information management, including recording, analysis, reporting and review methods, gained in an international organisation. • Excellent facilitation skills and experience in the use of participatory methodologies. • Proven leadership, coordination and collaborative skills. • Proven experience of working with multi site and multi sector projects. • Proven experience of harmonizing procedures and coordinating M&E approaches. • Excellent interpretational, influencing and diplomatic skills including awareness of constraints while working in a complex and challenging environment. • Willingness to conduct frequent travel and live in remote rural sites. • Self-starting attitude, dynamic and full of initiative. • Strong communication skills, with excellent written and spoken English. • Confident and proficient in the use of MS office and data management tools. • Experience of establishing strong working relationships with colleagues from different functions and cultures. • Experience of capacity building and training • Experience of a flexible approach to managing and prioritising high workload and multiple tasks in a paced environment with tight deadlines. • Experience of proactively identifying and addressing issues. • An understanding of and commitment to Merlin’s mission and values.
Desirable Qualifications, experience and competences
• Knowledge and work experience in East Africa and Ethiopia in particular will be an added advantage. • Knowledge and experience of a Dfid funded project
