RESPONSIBILITES
1. Responsible for the overall program direction and management of the all program activities including financial oversight and staff management.
2. Work with the partner financial institution and local legal experts to convert the partner financial institution into a legally registered financial cooperative/credit union.
3. Provide technical advice, training and assistance to the partner financial institution to restructure operations and put the entity on the path to long term profitability and financial sustainability without reliance on donor funding. Suggest new policies and procedures and other institutional reforms that bring the institution in line with both industry-wide best practices and all applicable legal and regulatory requirements.
4. Serve as the principle liaison with implementing partners, donor, and host government counterparts on all matters related to the program including developing credit union legislation, supervision and registration mechanisms.
5. Responsible for ensuring that program activities are delivered on time and within budget, in a quality manner, while providing technical leadership.
6. Ensure project performance, compliance with contractual obligations, and results reporting.
7. Prepare annual work plans and progress reports, and monitor the implementation of these plans. Prepare and submit quarterly reports on progress of activities and achievement of program results to WOCCU and donor.
8. Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals.
9. Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring of expenditures.
10. Coordinate and communicate on a regular basis with WOCCU's Home Office.
11. Other responsibilities as assigned.
QUALIFICATIONS:
• Education: Bachelor's degree in economics, finance, business, administration, management or related subject matter, advanced degree preferred.
• Minimum of 10 years of experience on international development projects focused on microfinance, experience with savings and credit cooperatives/credit unions preferred.
• Proven track record in managing and coordinating complex financial restructuring projects for international donors
• Demonstrated experience collaborating with multiple stakeholders including local governments and international donors
• Experience working in rural areas or with vulnerable sectors of the population preferred.
• Working proficiency in English.
• Proficiency with Microsoft Office software
