Program Overview
Pathfinder seeks to expand and institutionalize mHealth beyond individual projects into an organizational capacity for the use of appropriate mobile technology to improve health outcomes, foster innovation and contribute to scalable, cost-effective programs. The project will focus first on direct staff training and putting in-place a program of capacity-building within the organization and second, on a direct project in Nigeria for mHealth activities in family planning and adolescent and youth sexual and reproductive health services. To achieve the first objective, a range of activities will need to be defined that will build Pathfinder’s strategic organizational ability to assess and deliver appropriate mHealth support to future programs in the countries where Pathfinder works. Activities at headquarters will be established in alignment with development of a “Pathfinder approach” to mHealth. The second focus of the program is to initiate, implement and evaluate a mHealth capacity-building project in Nigeria that will utilize mobile technology as a tool for improving access to information and services. Utilizing lessons learned from Pathfinder mHealth pilot projects in Vietnam, India and Tanzania.
Position Purpose
This position requires a full understanding of mHealth programming and implementation. Manages both components of the projects in close collaboration with Technical Services Unit (TSU) Behavior Change Senior Advisor and Information Systems Unit (ISU). Supports the Nigeria team to develop and implement the mHealth initiative in the country. As part of the Country Management Team (CMT) at HQ, works very closely with the other Units of the Programs Department as well as those countries who have gained experience in implementing mHealth programs. Maintains high standards of professionalism, efficiency, operational excellence and independent judgment.
Key Responsibilities
•Works closely with the Program Director to manage the project
•Works closely with CR of Nigeria and the Project Manager of the mHealth project in Nigeria to ensure the timely and efficient implementation of the project
•Coordinates and works closely with TSU and ISU to ensure relevant input is received for various activities planned to achieve the objectives
•Partners with countries that implement/ed mHealth activities in their countries
•Designs, coordinates various workshops, lectures
•Creates an active learning environment for Pathfinder Headquarters and field staff to gain knowledge of the potential uses, evidence, challenges and opportunities associated with mHealth concepts and technology;
•Links mHealth activities across countries by highlighting commonalities, gaps in some projects that other projects could fill, etc., and basically ensure that mHealth initiatives are put into dialogue across the organization;
•Facilitates Pathfinder engagement with mHealth concepts and determines where and how mHealth can be used to leverage Pathfinder’s mission delivery; and,
•Designs and drafts, with input from key stakeholders, the development of a Pathfinder mHealth global strategy
Basic Requirements - Candidates must meet basic requirements to be considered for this job.
•Minimum of 3 years experience working with mHealth programs in low resource settings;
•Minimum 7 years of project management experience in public health;
•Undergraduate degree in related field;
•Experience with software design, deployment, and support as related to mHealth;
•Understanding of the concepts of data design, flow, encryption and security as they relate to mHealth data such as electronic medical records;
•Demonstrated understanding of the regulatory requirements that apply to the implementation of MHealth strategies, such as HIPAA;
•Familiarity with current efforts in mHealth to deliver information and gather data using mobile technologies;
•Familiarity with frameworks such as persuasive technology and other methods of supporting field workers as they provide counseling and services;
•Ability to effectively communicate with colleagues who have varying experience with technology to determine mHealth program needs, specifications and strategies; and
•Up to 10% of travel may be required.
Preferred Qualifications
•Preferred MPH or MBA or graduate degree in related field
•Preferable West Africa/Africa experience in project implementation
•Knowledge of the concepts of web/mobile application design and deployment
•Experience with Microsoft SharePoint
•Familiarity with adult learning theory and practices
