The Royal Norwegian Society for Development (Norges Vel) is a Norwegian NGO promoting local business development based on natural resources in Norway and abroad. Norges Vel has been involved in development projects in Africa since 1978, and in 2008 opened a regional office in Dar es Salaam, with the name Norges Vel East and Southern Africa Tanzania. Focusing on smallholders' access to markets, inputs and financial services, increased integration into relevant value chains, value addition and processing activities - as well as identifying new opportunities for local enterprise development in connection with agricultural practice - we contribute to economic growth and vigorous local communities.
We are now in the start-up phase to a new programme on renewable energy - focusing on utilization of biomaterials in developing new business opportunities for smallholder groups and associations, as well as identifying and developing potential synergies between agriculture and adjacent towns.
To increase the capacity at our regional office in Dar es Salaam, we seek for a dynamic, self-going, assertive, flexible and motivated person with technical expertise in renewable energy. Your interests are directed towards local enterprise development, rural growth opportunities, smallholder capacity building and utilization of biomaterials in building low-cost, climate sensitive and environmentally sustainable local energy solutions beneficial to the rural population.
Main tasks of the programme adviser:
• Programme management: responsibility for programme development and follow up, quality assurance and back-stopping of project activities and progress
• Technical assistance: in collaboration with key personnel from the HQ to provide technical assistance in implementation of programme activities and ensure high-quality added value to relevant partnerships and joint interventions
• Networking and capacity building: nurturing partner relationships and providing technical advice, capacity building and networking
Required qualifications
• Minimum MSc in Renewable Energy/Entrepreneurship/Local Business development/Bio waste utilization or equivalent field
• Solid experience within Renewable Energy, preferably linked to Rural Development, Local business development and utilization of biomaterials
• Minimum 5 years' experience in development programme planning, implementation, monitoring and evaluation, including budget management
• Experience in dealing with international donor agencies and organizations
• Knowledgeable about development policies, government interventions and priorities etc. linked to renewable energy
• International Experience from East and Southern Africa will be valued
• Excellent computer/internet skills as well as strong administrative skills
• Fluency in English and Swahili, spoken and written

The candidate must be a Tanzania resident and preferably has a good network within private sector
