JOB TITLE: EXECUTIVE DIRECTOR
REPORTS TO: UPMB BOARD OF DIRECTORS
JOB PURPOSE: To provide overall leadership and be accountable for UPMB operations
Description of Duties
RESPONSIBILITY AND ACCOUNTABILITY
The Executive Director will be responsible and accountable to the Board of UPMB
Lead the UPMB Management team, create a vision of the future and communicate it to all staff and stakeholders
CORPORATE LEADERSHIP
Delegate duties to achieve the vision’s objectives
Ensure policies and procedures are established for orderly operations
Effectively communicate to the organization staff to ensure common understanding of key issues
Instill a sense of common purpose and destiny throughout the UPMB Member unit through inspiration and striving for excellence.
MANAGEMENT OF UPMB COUNTRY WIDE OPERATIONS
Direct and manage the day-to-day operations
Manage the development, review and approval, implementation and evaluation of UPMB strategic plan
Direct and manage policies, procedures and legal requirements for the day-to-day operations
Ensure effective management of UPMB resources by co- coordinating fundraising activities and over seeing the proper implementation of resource management, to ensure that accounts are maintained and reporting done periodically.
POLICY AND PREOGRAMME FORMULATION AND IMPLEMENTATION
Ensure the implementation of all policies, strategies and programs approved by the Board and advise on new directions and emphasis, as may be required from time to time
MANAGEMENT AND DEVELOPMENT OF COMPETENT AND COMMITTED HUMAN RESOURCE
Ensure UPMB’s assisted health and other programs/ projects promote collaboration and cooperation with other partners where applicable
Represent UPMB at relevant events to that it is acknowledged as a legitimate partner/actor.
Represent UPMB on the National stakeholder working groups and committees, health advisory committees and Ministry of Health
Instill a sense of common purpose and destiny throughout the UPMB Member units through inspiration and striving for excellence.
MANAGEMENT AND DEVELOPMENT OF COMPETENT AND COMMITTED HUMAN RESOURCE
Oversee the implementation of best practices for Human Resource Management
Mentor immediate reports and create a conducive environment for hiring and retaining skilled and committed staff
Ensure learning, evaluation, continuous improvement and technical assistance are an integral part of each domain of the organizatio
Perform any other duties as may be assigned by the Board
Requirement:
MINIMUM QUALIFICATIONS
Health Professional with a Masters Degree in Public Health or Health Administration
Professional qualifications in Management is an added advantage
Proven computer competence
EXPERIENCE:
At least five years experience in Health Management in Uganda with district level exposure
Experience working in Church based institutions, with a very good grasp of health sector goals, and policies.
Working experience in financing interlinkages with other sectors and development partners
PERSONAL ATTRIBUTES:
Sound leadership skills Communication and negotiation skills Capable of managing significant budgets. An all round strategic focused person High degree of work ethics, integrity and confidentiality Problem solving and decision making skills Very high level of integrity and honesty Proven skills in advocacy and networking Ability to use research findings to influence policy at national/district level.
(The job will require frequent travel and evening and weekend hours may be required from time to time.)
