GRM International and the Access to Quality Education Program (AQEP) are seeking a Social Protection Specialist to be based in Suva, Fiji. This position is for a one year contract to 30 June 2013 with the possibility of extension and will require extensive travel throughout Fiji.
The AQEP is a 5-year program aimed at reducing the barriers for children to access quality education in Fiji. The program has been prepared to help safeguard gains and achievements in the education sector by mitigating the negative impacts of the financial crisis and poor economic growth on the poorest families of Fiji.
Responsibilities:
The Social Protection Specialist reports to the Team Leader/Senior Education Adviser and is responsible for carrying out the following:
- Develop a series of small-scale analytical studies to firstly identify barriers to school education; and secondly to identify appropriate mechanisms to reduce these barriers to school education
- Work with school communities, School Management Committees, Ministry of Education and other education stakeholders to develop and implement School Development Plans that enable poor families to overcome financial barriers to their children participating in school;
- Analyse study results and recommend the most appropriate mechanism(s) to deliver Component 1 based on the criteria listed in the PDD;
- Develop a fully costed yearly Implementation Plan for Component 1 to be approved by the PCC and AusAID;
- Work with the Team Leader on the Gender and Disability Strategies for the Program; and
- In collaboration with the M&E Specialist, develop and implement appropriate activities for monitoring and evaluation of Component 1.
SELECTION CRITERIA:
- Advanced university degree in economics, public policy and/or international development policy;
- At least three years of experience in quantitative analysis, especially pertaining to statistical analysis of poverty indicators and skills in creating and maintaining statistical databases; Completion of empirical economic and policy research a plus;
- Excellent communication and liaison skills;
- Ability to negotiate and find solutions to problems;
- Previous research on poverty and/or development using statistical/multivariate methods;
- Previous experience in social protection (knowledge and experience in the implementation of Social Protection programs);
- Previous experience in conditional and non-conditional cash grants (experience with School Based Management grants would be an advantage);
- Previous experience in the Pacific would be an advantage;
- Extensive experience in training and development of school and community stakeholders in school planning and management.
- Extensive experience using household survey data;
- Advanced experience with relevant software such as SPSS, and/or STATA;
