CHAI/Zambia’s Human Resources for Health Team: CHAI/Zambia’s Human Resources for Health (HRH) team works directly with the Ministry of Health (MoH) to plan, design, and implement programs to alleviate the human resources for health crisis in the country. The HRH team partners with the MoH to set shared priorities and implement strategic, targeted, and effective programs that work to: (i) expand the number of healthcare workers in the country, (ii) optimize the distribution of the health workforce to improve equity of access and meet the needs of communities, (iii) enhance the productivity of the existing health workforce.
Senior Program Officer: The CHAI Zambia Human Resources for Health (HRH) team is looking to hire a Senior Program Officer, who will report to the Senior Program Manager. The SPO will provide technical advisory support to the Ministry of Health’s Human Resources & Administration Directorate, as well as support to the Senior Program Manager to provide guidance and oversight to the HRH team in Zambia. Finally, the SPO will act as the manage the multiple sources of data for the CHAI Zambia HRH team, performing analyses to track progress made and responding to inquiries from external partners and Ministry of Health.
Program Management Responsibilities: The SPO will be assigned to lead projects aimed at alleviating the HRH crisis in Zambia in direct coordination with the MoH. The SPO will be given a portfolio of existing and/or new projects and will be expected to lead the projects in coordination with the MoH through all stages, including: idea generation, consensus building amongst external partners, implementation plan development, fund-raising (if necessary), program implementation, technical assistance to strengthen MoH capacity, the monitoring and evaluating of programs, and preparation of corresponding sections of donor reports.
Support to the Senior Program Manager: The SPO will provide support and guidance to the HRH team by: (i) providing feedback and input into the work of Program Officers, (ii) providing strategic and directional support to the Senior Program Manager in the consistent refinement of the HRH Program’s strategy, (iii) supporting the development of grant proposals, final reports, and other internal and external documents, and (iv) representing the CHAI Zambia HRH team at partner and sector-wide meetings as required.
Data Management Responsibilities: The SPO will be responsible for managing internal and external HRH data, including data on the health workforce and health training institutions, working directly with the MoH to improve the database management and analytical capabilities of MoH. Specifically, the SPO will be expected to maintain and manage data registers regarding the number and distribution of health workers in the country, develop analytical ways to use data to guide efforts to alleviate the HRH crisis in Zambia, promote data-based decision-making within the MoH, and develop illustrative and data-based ways to present “the problem” and CHAI/MoH’s “solution,” among others. Furthermore, the SPO will oversee the creation of large new databases for Zambia’s regulatory bodies, in collaboration with an IT consultant. Responsibilities:
* Engage in planning, coordination, and communications directly with the Ministry of Health to launch and implement projects to alleviating the HRH crisis in Zambia. Respond to requests for technical assistance with speed and high-quality products.
* Produce and present analyses from large, complex databases to quantify different aspects of the HRH crisis in Zambia, and forecast the impact that different interventions could make.
* Collaborate with multiple stakeholders, including governmental and non-governmental institutions and organizations, donors, universities, and others to implement HRH interventions in partnership with the MoH and to support the strategic direction of the MoH’s programs focused on alleviating the HRH crisis in the country.
* Provide strategic guidance and technical assistance to the CHAI/Zambia HRH team and MoH consistent with the national HRH strategic needs.
* Provide support to the CHAI HRH team in project development, budgeting, forecasting, and report writing.
* Assist with the management, updating, and modification of multiple, complex databases housed at CHAI, MoH, and the regulatory bodies.
Qualifications:
* Minimum of three years work experience within a demanding and fast-paced environment
* Proven track record of effective project management and ability to generate results
* Ability to engage in high-quality analysis of large, complex databases and to present findings in an attractive, user-friendly format to guide decision-making
* Excellent written and verbal communication skills
* Exceptional problem-solving and interpersonal capabilities
* Ability to handle multiple tasks simultaneously and set priorities
* Ability to deal with sparse data and ambiguity
* Ability to maximize available data to provide strategic recommendations

* High level of proficiency in Access, Excel, PowerPoint, and Word required.
