Position title: Program coordinator, Mediation Support Unit

Duties and Responsibilities
Under the general guidance of the Director, Peace and security Division the Program Coordinator Mediation Support Unit, has a responsibility to provide and coordinate mediation and preventive diplomacy support to the officials of IGAD Secretariat, envoys and Member States. He/she will undertake and coordinate capacity building activities for mediation and preventive diplomacy for the Member State.
The Coordinator shall:
1. Co-ordinate the development of policy and operational guidelines for mediaitors and techncial experts and organize consultations;
2. Set up,co-ordinate, and keep the rosters of mediaitores and technical experts and facilitate their activities;
3. Create mechanims by which member states build their national capacity for mediation and ways to link up with the Regional efforts;
4. Liaise with the UN, the AU and other international and Regional organizations regarding current and potential conflicts and mediation cases and advise IGAD officials for coordinated and timely interventions;
5. Establish working relations with the Early warning mechanim in order to identify emerging conflicts and opportunities for preventive diplomacy and mediation;
6. Collect and disseminate research and other relevant material on mediation and preventive diplomacy for the works of the experts and mediators;
7. Design monitoring and evaluation system for on going evaluation of activties of mediations and follow up on recommendations that are made in the evaluations;
8. Organize training needs assesment and co-ordinate the outsourcing of training in mediation and related skills;
9. Establish a holistic knowledge management system that links planning and evaluation system for cataloguing and retrieving official reports, agreements and other documentation related to peace processes;
10. Liaise with all IGAD programs and Units working on peace and secuirty issues and contribute to strengthening linkage and shared learning;
11. Prepare proposals for peace building and desgine program activties pertinent to the purpose of the MSU and coordinate implementation when approved;
12. Coordinate briefing and debriefing sessions beween relevant experts and officials for timely sharing of information;
13. Initiate research studies and lead processes for validations and follow up program development;
14. Desgine appropriate media strategy through which mediaiton efforts would be dissiminated to the appropriate target and to the general public.
Minimum Qualifications:
Masters Degree in: International Relations, Law, other social science fields
A Minimum of five years of experience in program management ( at least 2 years in peace and security program )
Key Skills and Competencies:
• Demonstrated ability in planning and coordinating programs particularly in the areas of peace and secuirty;
• Experiances in coordianting mediaiton and reconciliaton activties;
• Knowledge and experiances of the peace and secuirty issues in the IGAD Region;
• Demonstrated ability to facilitate policy discussions and policy reviews;
• Good team player.
Language requirements: Fluency in English is required and Proficiency in French is an added advantage.
Tenure of Appointment: The appointment is for one (1) year renewable subject to availability of fund and satisfactory performance
