Omega Foundation is seeking to recruit an Advocacy Coordinator to perform the functions outlined below.
A. Main Purpose and Scope
The Advocacy Coordinator will perform the overall advocacy and outreach duties and tasks at Omega Foundation in close collaboration with all program departments. She/he will identify, prioritize and analyze the issues that affect the day to day life of a Person Living with HIV and AIDS, Widows, OVC and youths (Omega Foundation beneficiaries).
She/he will ensure the environment for Omega Foundation beneficiaries is more conducive for prevention of further infection, abuse of their rights and enhance care and support for improved social and economic productivity.
She/he will be innovative towards tracking of the implementation of policies at various levels and ensure the influencing of community attitudes, capacity of community structures to intervene on behalf of vulnerable individuals against rights abuse.
B. Duties & Responsibilities:
- Manage advocacy portfolio for Omega Foundation,
- Work with programs manager in re-designing and implementing advocacy program approach,
- Provide advocacy trainings to CBOs and support groups
- Undertake policy and budget analysis related to health, HIV and poverty reduction from which advocacy agenda will be developed,
- Support programs to undertake research on policy matters, build case studies, and assist conduct operations research to inform advocacy agenda
- Conduct periodic review of cases with clients and community leaders to ascertain that clients’ rights have been upheld.
- Develop tools for determining the quality of impact of the prevention and advocacy messages and how this contributes to the overall outcome
- Carefully examine the advocacy strategy, tools and approaches for achieving it to ensure that the original objectives are not sacrificed to embedding dispute resolution mechanisms within community structures.
- Represent as liaison for Omega Foundation in all advocacy related meetings regionally and nationally,
- Collaborate with other advocacy organizations and coalitions
- Lead CBOs/partners in developing workable innovative advocacy strategies that are responsive to rights issues in the target communities
- Collaborate with Training and Organizational Development Officer and participate in the planning and facilitation of technical training for capacity building in advocacy programs
- Implement and report advocacy activities in line with Omega Foundation M and E framework.
- Implement media and public relations strategy
- Draft talking points, speeches and statements on the organization’s position on various issues.
- Produce quality, accurate and timely advocacy program documents.
- Provide relevant support to line ministries, key partners and stakeholders where Omega Foundation and partners’ work come into confluence
- Undertake other duties as reasonably assigned by management
- At least three years of experience in the area of Advocacy and lobbying work for vulnerable and marginalized populations or equivalent combination of education and work experience.
- Bachelors’ degree in social sciences and/ Diploma in communications or mass media,
- Knowledge and experience with NGO operations and community-based programming.
- Strong written and verbal communication skills, especially with community-based groups.
- Experience with conducting survey and research.
The incumbent must have strong analytical skills; have excellent interpersonal; communication, strong results orientation, organizational, creative and multitasking ability; Proficient in Project cycle management, excellent computer skills (Microsoft Office Programs).

Omega Foundation is seeking to recruit an HIV / AIDS Officer to perform the functions outlined below.
A. Main Purpose and Scope
The HIV/AIDS Officer will work with all stakeholders to promote HIV/AIDS initiatives that enhance prevention, care, treatment and mitigation of HIV/AIDS impact.
The officer will be directly involved in addressing harmful social-cultural and economic norms in the target populations towards improving and strengthening systems, structures and services for protection of the target groups.
She/he will also ensure access to HIV counseling and testing and treatment for HIV positive clients.
On the overall, she/he will form part of the core implementation team responsible for program implementation strategies, routine support supervision, and data quality assessment.
S/he will promote an integrated approach to sustainable health service delivery to targeted populations.
S/he will be responsible for providing technical support to other Health Programs to ensure that health services offered to target communities follow the national guidelines within the local context.
S/he will network closely with partners in the health sector to develop work plans, prepare periodic reports, hold technical meetings and work closely with other program coordinators and officers in ensuring that health project targets are met.
She/he, with the MoH team members’ support, will advance Omega Foundation desire to integrate and mainstream key health indicators in the implementation processes of all community programs.
B. Duties & Responsibilities:
1.1 HIV/AIDS
- Directly deliver mentoring, capacity building and impart up-to-date skills to CBOs members and individual clients in HIV/AIDS program result areas.
- Impart and oversee promotion of skills transfer by CBOs to promote understanding of nutritional needs of different target groups.
- Directly work with CBOs and MoH to support target groups increase access to HIV/AIDS services, health education, life skills and literacy initiatives that ultimately contribute to mitigating the impacts of HIV/AIDS.
- Support initiatives of MoH and CBOs to ensure improved uptake of available HIV/ AIDS health related services in communities and schools that will lead to increased access to safe water, sanitation and improved hygiene.
- Directly support the VCT/HTC services at Ahero VCT site and Kadinda Health Center.
- Liaise closely with the Mageta Island Project Officer to ensure effective and efficient delivery of HIV/AIDS prevention, care, treatment and mitigation in Mageta Island and the beach community.
- Directly work with Omega Foundation partners implementing VCT, HTC and treatment initiatives for HIV positive clients, thus Port Florence Community hospital main and annex, and Kadibo Youth Friendly VCT.
- Provide technical assistance to CBOs in prevention, care and impact mitigation of ill health within targeted communities
- Monitor and regularly review the progress of health interventions with CBOs and MoH the services provided to target clients
- Collaborate with Training and Organizational Development Officer and participate in the planning and facilitation of technical training for capacity building in health programs
- Monitor and report on the implementation of the project and participate in project evaluations and assessments
- Lead CBOs/partners in developing workable innovative health strategies that are responsive to health issues in the target communities
- Ensure that the appropriate links are made between key health actors and other service areas of Omega Foundation
- Conduct monthly monitoring and supervision of health services offered by the implementing partners
- Provide technical oversight in the running of Kadinda Health Center,
- Act as the contact person in the partnership between Omega Foundation and Port Florence Community Hospital.
- Bachelors Degree in Sociology, Anthropology, Nursing, Public Health & other relevant areas of study
- Have solid working knowledge (practical skills) in the following areas: OVC, HTC, AB and ART, malaria, and TB and dealing with social determinants of health.
- At least 3 years experience working in health projects, preferably in an NGO setting, with a focus on integrated HIV/AIDS programming that endeavors to address a holistic human need in Western Kenya.
- Have a good understanding of GOK, HIV/AIDS Policies and Guidelines
- Have a good grasp of challenges facing PLWH, OVC and other vulnerable/ marginalized poor communities in western Kenya.
- Excellent written, oral communication skills

Omega Foundation is seeking to recruit an OVC Officer to perform the functions outlined below.
A. Main Purpose and Scope
The OVC Officer is responsible for providing grassroots level technical support and guidance to the CBOs and their constituent groups where this is applicable, to ensure the continuation of a “care giver group-lead” and sustainable OVC service delivery that demonstrates OVC standard care package.
She/he will support the CBOs to facilitate, promote and ensure that the activities of the groups are linked to other locally available services within the government and other civil society organizations.
She/he will provide close supportive supervision and spot-checks to OVC households and service delivery points (schools, Feeding centres etc) through the respective CBOs.
B. Duties & Responsibilities:
- To promote linkages between Government Ministries/departments like Health and Children’s department, and other stakeholders and civil society organizations.
- To facilitate, guide and direct the CBOs in a proactive approach to planning and address identified OVC and caregiver needs.
- To document all services provided to OVC and caregivers including lessons learnt best practices and individual success stories.
- To contribute to the consolidation of the family-centered and community-focused Model of OVC care.
- To actively participate in routine supervision and follow-up on OVC and caregiver service delivery at community level and extend this to service delivery points.
- To participate, on behalf of the program manager, in Locational and Sub-Locational AACs or other forums as may be appropriate.
- To maintain programmatic functional relationship with Training & Organizational Development and Economic Strengthening Officer.
- To collate OVC monthly and quarterly progress reports ensuring that the reports are of the required quality and timely.
- Plan and oversee implementation of the education support to Omega supported OVC.
- At least three years of experience in community development work preferably in the field of community health with Orphans and Vulnerable Children and their care givers.
- Bachelors’ degree or Diploma level education in Social work and community development.
- Knowledge and experience with NGO operations and community-based programming.
- Strong written and verbal communication skills, especially with community-based groups.
- Knowledge and Use of computer (MS office).

Omega Foundation is seeking to recruit Programme Manager to perform the functions outlined below.
A. Main Purpose and Scope
The Program Manager will ensure effective and efficient Program Development,
Implementation, and Management & Coordination of the organization’s projects in all the target areas. She/he is charged with Program Management including Operations and Administration.
The incumbent will work in close collaboration with the CEO to articulate both organizational and program Policy & guidelines and influencing the roll-out of the same.
In close collaboration with the CEO, she/he will provide technical and programmatic oversight for all activities implemented through direct or indirect support of Omega Foundation. This includes responsibility over project design, implementation and monitoring quality services.
B. Duties & Responsibilities:
- Manage the overall technical program planning, implementation, quality assurance and monitoring of field activities.
- Provide Technical and managerial direction to the Local Implementing Partners (Subgrantees) in the design, development and implementation of community initiatives.
- Develop program systems to ensure provision of quality and accessible HIV/AIDS and OVC program interventions.
- Coordinate strategic program interventions in community health and OVC programming
- Developing and maintaining relations including forum representation with HIV/AIDS and OVC partners, collaborators and other stakeholders from the Districts to Provincial levels.
- Production and Collation of programs progress reports in all strategic programming areas in the target areas
- Coordinating the formulation of program budgets and ensuring budget controls and timely financial reporting.
- Support Supervision, Leadership Development, Mentoring and Capacity Building to staff, Local Implementing Partners and Community Volunteers.
- Monitor and evaluate all projects monthly, quarterly and annually
- Meet regularly with the Chief Executive Officer to report progress and provide technical insights and direction
- Ensure project activities are undertaken in accordance with terms and conditions of the funding agencies and that they are implemented without undue disruption
- Work with project staff to document and disseminate best practices and lessons learnt.
- Ensure effective management and delivery of program resources in line with organization’s regulations and procedures to track project budgets and expenditure.
- In collaboration with the CEO and OF senior management team, support the development and execution of fundraising plans; including the identification of resource requirements, researching funding sources and establishing strategies to approach funders.
- Present a strong positive image of Omega Foundation and its values to program beneficiaries, regulatory bodies, other stakeholders and the public in general.
- Minimum of a Bachelor’s degree in Social science, Public Health or a related field, with at least five years experience working in project implementation section of an NGO set up on matters of economic empowerment and HIV/AIDS.
- Masters degree in a relevant field will be an added advantage.
- Conversant with Health Systems Strengthening, HIV/AIDS Programming and OVC Programming
- Supervisory, strategic planning & proposal writing experience necessary.
- Experience with budget and computer skill is required.

Omega Foundation is seeking to recruit Training & Organizational Development Coordinator to perform the functions outlined below.
A. Main Purpose and Scope
The Training and Organizational Development Coordinator will assess CBO organizational development needs and design package for organizational strengthening. She/he will also be responsible for monitoring and ensuring the strengthening of economic activities of CBO partners, support groups and elderly OVC.
She/he will be charged with ensuring that CBO members are aware of the vision & mission of the organization, help CBOs align activities, objectives and goal with the vision of the organization and define organizational growth path for sustainable development.
She/he will ensure that CBO partnerships are enhanced, improve leverages and build the capacity of the CBO to accomplish their goals, understand their dynamics and enhance leadership. The incumbent will overally develop technical skills required for the work both at CBO and community level.
B. Duties & Responsibilities:
- Analyze the organizational development (OD) needs of OF and assist HR to develop and review policies and coordinate staff development programs,
- Analyze the organizational development (OD) needs of CBOs in the program, develop training curricula’s to address these needs on both an individual CBO and programwide basis, in collaboration with program team and the CBO membership
- Design and spearhead the training programs/ activities that impart and strengthen the CBO towards their Vision, Mission, Values, and that of Omega Foundation
- Evaluate the training needs of various internal functions within the organization and designs training programs/ modules as necessary
- Document OD activities developed and conducted, including a program-specific Organizational Development analysis and implementation guide for the program
- Conduct Strategic Planning with CBOs and to develop strategic plans.
- Develop and Conduct CBO Assessments and develop CBO Capacity Development Plan.
- Design together with program team, schedules project timelines and deadlines.
- Conduct networking and leverage activities
- Facilitate CBOs to report regularly (quarterly) to constituents on progress, successes and problems on implementing their plans (through community notice boards, community feedback sessions/meetings and annual reports).
- Train CBOs have by-laws established and monitor the adherence to by-laws including holding elections regularly.
- Mentor CBOs to develop and implement a resource mobilizing & optimization strategy i.e. assist exiting CBOs to develop and submit quality proposals for future funding
- Advise Omega Foundation management on technical areas in economic empowerment that require outsourcing that includes, but not limited to:
b) conducting assessments of current income generating activities (IGAs),
c) developing tailored plans to sustain and improve IGAs, and
d) support in monitoring and reporting of IGA outcomes and related household improvements
C. Qualifications:
- At least three years of experience in the area of Training and Organizational Development.
- Bachelors’ degree or Diploma level education in Social work and/or community development or Business /enterprise development
- Knowledge and experience with NGO operations and community-based programming.
- Strong written and verbal communication skills, especially with community-based groups.
