SCOPE of Position Under the overall leadership of the Country Representative in Ethiopia, and in close coordination with the Oxfam Canada Regional Manager in Ottawa and the Humanitarian Unit, the Humanitarian Program Manager will be responsible for the effective management, of Oxfam Canada’s response to the La Nina drought crisis in Ethiopia as implemented by OC and its partners, and for the development of an Oxfam Canada Humanitarian strategy for Ethiopia. The current value of this response is $ 2.5 million over a 6 month period ending June 2012.
MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed) The incumbent will oversee the successful implementation and management of La Nina Drought Response Program of Oxfam Canada and partners, and will develop a forward-looking humanitarian strategy for Oxfam Canada in Ethiopia. S/he will ensure effective use of OC resources, timely and quality delivery of ongoing humanitarian projects, liaison with implementing humanitarian agencies including other Oxfams, representation of Oxfam Canada at national inter-agency tables including Oxfam International; as well as timely and quality grant compliance to a range of donors.
Specifically, the incumbent will: - oversee from the Addis Office of Oxfam Canada, the implementation of the La Nina Drought Response Program of Oxfam Canada, primarily through effective supervision of and sustained support to the Humanitarian staff working with partners;
- ensure an effective humanitarian response through national-level coordination of the planning, monitoring , data collection, and reporting components of the various humanitarian response projects being implemented by Oxfam Canada and its partners. - ensure close collaboration and coordination with Oxfam’s Ethiopia Humanitarian Team (EHT), representatives of other Oxfam affiliates as well as local partners (NGOs, government institutions and Donor’s community, etc.)
- liaise with in-country representatives of donors, as appropriate; - represent Oxfam Canada at EHT and other inter-agency coordination meetings as appropriate related to response activities - ensure the incorporation and implementation of gender responsive humanitarian programming across the various projects. - in close collaboration with the national Finance staff, oversee the production of timely and accurate financial reports of humanitarian response projects to ensure compliance with budgets and effective cost controls. - coordinate and prepare quality project reports and ensure their timely submission in accordance with donor requirements to the respective back donors, Oxfam International and Head Office of Oxfam Canada. - ensure that quality monitoring and evaluation mechanisms and processes are in place to deliver adequate information, generate useful learning and meet institutional standards for M&E of humanitarian response. - ensure effective information collection and processing related to the impact of the humanitarian crisis and the Oxfam response. - lead in the preparation of project profiles, general documentation for communications and updates geared to Oxfam Canada’s public. - lead the process of new proposal development for presentation to donors; - lead in consultation toward and in production of as humanitarian strategy for Oxfam Canada’s future engagement in Humanitarian response in Ethiopia, including approaches to response and implications, partnerships, relationships within OI, management and administration of response delivery, and proposal for human resource configuration. - perform other related duties as required and assigned from time to time, related to the Drought Response Program.
REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES: - University degree in Social science, Development studies, Administration, Project Management or related disciplines - Five (5) years of international experience in humanitarian response work, preferably in sectors of WASH, Acute Watery Diarrhea, Gender, Food Security and Livelihoods, Livestock Management , including experience in disaster-stricken African countries - Knowledge and experience managing large Humanitarian donor funding, preferably with CIDA IHA (International Humanitarian Assistance) funding - Demonstrated leadership, managerial, supervisory and inter-personal skills, preferably tied to experience with national NGO partners or coalition in humanitarian response contexts; - Demonstrated analytical and communication skills; - Demonstrated ability to analyze complex emergencies and challenging social and political environments in countries of the Horn of Africa - Solid English speaking and writing capacity; - Ability to multi-task efficiently, respond to needs adequately and timely; - Ability to travel in hardship environments.
PREFERABLE:
Knowledge of Oxfam’s Humanitarian principles and functioning ;
Knowledge of Sphere standards and LEGS
Compensation for this post will include medical insurance coverage, visa costs, travel costs, a modest accommodation subsidy, and per diem for in-country and external travel, in keeping with Oxfam Canada rates.
