The Council for the Development of Social Science Research in Africa (CODESRIA) invites applications from suitably qualified senior African scholars for the position of Executive Secretary in its pan-African Secretariat located in Dakar, Senegal. This position, which will fall vacant in 2017, is the most senior management post in the Executive Secretariat and the successful candidate will be expected to function as the leader of the institution and a diverse team of staff under the overall supervision of the Executive Committee of the Council.

Established in 1973 as a pioneering, independent, pan-African and not-for-profit organisation for the development of social research in Africa, CODESRIA is today widely recognised as the premier institution on the continent for the generation and dissemination of multidisciplinary research knowledge in the social sciences and humanities. The position of Executive Secretary is a key one both in the development of the programme mandate of the Council and the realisation of the strategic institutional objectives set by the triennial General Assembly of its members. The successful candidate will be required to :

• Be responsible for the day-to-day management of the affairs of the Council to the highest professional standards on behalf of the Executive Committee ;
• Lead the Secretariat in implementing the scientific programmes and intellectual agenda of the Council ;
• Serve as the Secretary to the General Assembly, the Executive Committee, and the Scientific Committee ;
• Be responsible for the development and implementation of the Council’s fundraising strategy ;
• Negotiate and sign all contracts on behalf of the Council ;
• Undertake representational duties on behalf the Council ;
• Raise funds and manage them efficiently
• Manage existing donor relations and expand the core donor base and secure new sources for the funding of the intellectual agenda and strategic plan of the Council ;
• Coordinate the production of activity and financial reports for the funders of the Council ;
• Enhance the membership base of the Council and structure a system of accountability to its members ;
• Mobilise the members of the Council to participate fully in its programme of activities ;
• Recruit and manage staff for the effective implementation of the Council’s work programme ;
• Take a lead role in the development of new programmes and activities, and in the mobilisation of researchers across Africa to participate in them in accordance with existing institutional rules and strategy ;
• Manage relations with other organisations in the interest of the Council ;
• Promote contacts with researchers, universities and other research institutions, professional associations and regional organisations within Africa, across the global South and in the rest of the world ; and
• Play a lead role in the realisation of the scientific mission and mandate of the Council.

Qualifications

Applicants must :

1. Have a sound university education and at least ten years of post-doctoral working experience in a reputable research and/or research training environment ;
2. Have a good knowledge of CODESRIA, its institutional mandate and programme strategy ;
3. Possess a demonstrable ability to mobilise and promote the work of African researchers ;
4. Be familiar with the African social research environment and be recognised by the African social research community ;
5. Have a first-hand knowledge of the African higher education system in general and the African university context in particular ;
6. Have a strong personal track-record of research ;
7. Demonstrate multidisciplinary research experience on development issues ;
8. Have a good grasp of trends in international social science research and programming ;
9. Have proven experience of institution and programme management in an academic environment ;
10. Be experienced in fund-raising, resource management and the preparation of reports for funding partners ;
11. Have a distinguished record of publications ;
12. Have demonstrable skills in the leadership and management of personnel in a diversified, multi-cultural environment ; and
13. Knowledge of ICTs and their applications
14. Be fluent in English, French, Arabic, or Portuguese and have a good working knowledge of at least one of the other languages.

Working Conditions

The salary level that will be offered will depend on the successful applicant’s experience and qualifications, and will be broadly comparable to those of similar posts in other international organisations.

Le Conseil pour le développement de la recherche en sciences sociales en Afrique (CODESRIA), institution pionnière, indépendante et panafricaine à but non lucratif au service du développement des sciences sociales en Afrique établie en 1973, sollicite les candidatures de chercheurs africains en sciences sociales afin de pourvoir le poste de Secrétaire exécutif, placé sous la supervision du Comité Exécutif du Conseil. Ce poste sera vacant en avril 2017.

Le poste de secrétaire exécutif est un poste clé dans la mise en œuvre du mandat du Conseil et dans la réalisation des objectifs stratégiques institutionnels définis par l’Assemblée générale triennale des membres du CODESRIA.

Le candidat sélectionné :

• sera responsable, au nom du Comité Exécutif, de la gestion quotidienne du Conseil ; 
• assurera le secrétariat de l’Assemblée générale, du Comité Exécutif et du Comité Scientifique ;
• dirigera le Secrétariat dans la mise en œuvre du programme scientifique et de l’agenda intellectuel du Conseil ;
• sera responsable du développement, de la mise en œuvre de la stratégie de collecte de fonds du Conseil et assurera une gestion efficiente des ressources du Conseil ;
• gérera les relations entre le CODESRIA et ses partenaires financiers tout en explorant de nouvelles sources de financement nécessaires à la réalisation de l’agenda intellectuel et du plan stratégique du Conseil
• négociera et signera tous les contrats au nom du Conseil ;
• sera responsable des rapports scientifiques et financiers destinés aux partenaires du Conseil ;
• travaillera au renforcement de l’implication des membres dans la vie du Conseil, à leur participation plus effective dans les programmes et activités du CODESRIA, et à la mise en place d’un système de compte-rendu qui leur soit dédié
• recrutera et gérera le personnel nécessaire à la mise en œuvre du programme d’activités du Conseil; 
• initiera de nouveaux programmes et activités en accord avec l’agenda intellectuel du CODESRIA;
• assurera la coopération avec d’autres organismes (les universités et les autres institutions de recherche, et les organisations professionnelles et régionales en Afrique, dans le Sud et dans le reste du monde) toujours dans l’intérêt du CODESRIA ;
• assurera toute mission de représentation nécessaire à une meilleure visibilité du CODESRIA

Qualifications

Les candidats doivent :
1. avoir une solide formation universitaire et une expérience postdoctorale d’au moins dix ans dans le milieu de la recherche et/ou de la recherche-formation;
2. bien connaître le CODESRIA, sa stratégie et son mandat institutionnels ;
3. bien connaître la communauté scientifique africaine, et être connu(e) de celle-ci ;
4. Avoir une capacité avérée de mobilisation et de promotion des chercheurs africains ;
5. bien connaître le système d’enseignement supérieur africain et le contexte universitaire africain en particulier ;
6. avoir un solide dossier de publications et faire preuve d’une expérience avérée de recherches multidisciplinaires sur les questions de développement ;
7. avoir une bonne connaissance des tendances de la recherche et des programmes de recherche en sciences sociales ;
8. avoir des capacités avérées de gestion d’institutions et de programmes dans un environnement académique ; 
9. avoir de l’expérience dans la collecte de fonds, la gestion des ressources et la préparation de rapports pour les partenaires financiers ; 
10. avoir des capacités avérées de gestion de personnel dans un environnement multiculturel ;
11. avoir une bonne connaissance des Tics et de leurs applications ;
12. parler couramment le français, l’anglais, l’arabe ou le portugais et avoir une bonne maitrise de l’une des autres langues.

Conditions de travail

Le salaire offert pour ce poste sera fonction de l’expérience et des compétences du candidat retenu et sera comparable à ceux offerts pour des postes similaires dans d’autres institutions internationales.

O Conselho para o Desenvolvimento da Pesquisa em Ciências Sociais em África (CODESRIA) apela a candidaturas de investigadores seniores africanos com perfil adequado para o posto de Secretário Executivo no seu secretariado pan-africano com sede em Dakar, no Senegal. Este posto, que ficará vago em 2017, é o mais alto no Secretariado Executivo e o candidato seleccionado dirigirá uma equipa de administradores de programa seniores sob a supervisão geral do Comité Executivo do Conselho.

Fundado em 1973, o CODESRIA é uma instituição pioneira, independente e pan-africana, sem fins lucrativos, ao serviço do desenvolvimento da pesquisa em ciências sociais em África, sendo actualmente considerado o primeiro centro de produção e divulgação de conhecimentos científicos multidisciplinares no continente, resultante da pesquisa na área das ciências sociais e das humanidades. O posto de Secretário Executivo é importante tanto na implementação do mandato programático do Conselho, como na realização dos objectivos estratégicos da instituição definidos pela Assembleia Geral dos seus membros, que se realiza de três em três anos. O candidato seleccionado deverá:

• Em nome do Comité Executivo, ser responsável pela gestão quotidiana do Conselho, respeitando o mais alto nível de profissionalismo;
• Conduzir o Secretariado na implementação do programa científico e da agenda intelectual do Conselho;
• Assegurar o Secretariado da Assembleia Geral, do Comité Executivo e do Comité Científico;
• Ser responsável pelo desenvolvimento e implementação da estratégia de busca de financiamento do Conselho;
• Promover a busca de financiamento e gerir as finanças do Conselho de maneira eficiente; 
• Negociar e assinar todos os contratos em nome do Conselho;
• Representar o CODESRIA;
• Coordenar as relações existentes entre o CODESRIA e os parceiros existentes e alargar o núcleo de doadores para o financiamento da agenda intelectual e do plano estratégico do Conselho;
• Coordenar a produção dos relatórios de actividades e financeiros destinados aos parceiros financeiros do Conselho;
• Enriquecer a base de filiação do Conselho e desenvolver um sistema de responsabilização dos seus membros;
• Mobilizar os membros a tomarem parte nos programas de actividades do Conselho;
• Recrutar e gerir o pessoal necessário à implementação efectiva do programa de actividades do Conselho;
• Desempenhar a função de liderança no desenvolvimento de novos programas e actividades e mobilizar investigadores africanos a participarem nessas actividades de acordo com as normas e estratégias existentes na instituição;
• Estabelecer relações com outras organizações de interesse para o Conselho;
• Promover contactos com investigadores, organizações profissionais e regionais em toda a África, no Sul e no resto do mundo; e
• Dirigir a realização da missão científica e o mandato do Conselho.

Qualificações

Os Candidatos devem:
1. Ter uma sólida formação universitária e ter no mínimo dez anos de experiência de trabalho pós doutoral num ambiente conceituado de pesquisa e ou de pesquisa/formação;
2. Ter um conhecimento amplo do CODESRIA, do seu mandato e das suas estratégias institucionais;
3. Possuir uma capacidade comprovada de mobilização e promoção do trabalho de investigadores africanos;
4. Ser conhecedor da comunidade africana de ciências sociais e ser reconhecido pela mesma comunidade;
5. Possuir um bom conhecimento do sistema de ensino superior africano em geral, e do contexto universitário africano em particular;
6. Possuir um sólido currículo pessoal em matéria de pesquisa;
7. Possuir bons conhecimentos das tendências na pesquisa e nos programas de pesquisa em ciências sociais;
8. Ter uma experiência comprovada de gestão de instituições e de programas num ambiente académico;
9. Ter experiência em matéria de procura de financiamento, gestão de recursos e na preparação de relatórios para os parceiros financeiros;
10. Ter um currículo destacado em matéria de publicações;
11. Ter capacidade comprovada de liderança e de gestão de pessoal num ambiente diversificado, multi-cultural; e
12. Ter bom domínio do Inglês, Francês ou Português e ter um bom conhecimento de pelo menos uma das outras línguas.

Condições:

O salário oferecido para o posto dependerá da experiência e das qualificações do candidato seleccionado e será equivalente aos postos similares em outros organismos internacionais.

يعلن مجلس تنمية البحوث الاجتماعية في إفريقيا عن فتح باب الترشح أمام الباحثين الأفارقة المختصين في العلوم الاجتماعية لشغل منصب سكرتير تنفيذي بالأمانة الإفريقية بداكار، السنغال. وينوه بأن المرشح الذي يتم تعيينه في هذا المنصب السامي مرتبة بالأمانة، و الذي سيكون شاغرا سنة 2017، ستُوكل إليه مهام إدارة المؤسسة وفريق متنوع من مستخدمي المجلس تحت الإشراف العام للجنة التنفيذية.

تجدر الإشارة بأن المجلس الذي يعود تاريخ تأسيسه لعام 1973، يعد هيئة إفريقية رائدة، ذات طابع مستقل وغير نفعي، يعنى بترقية العلوم الاجتماعية في إفريقيا؛ إذ يتصدر المجلس حاليا قائمة مراكز إنتاج ونشر المعارف العلمية متعددة التخصصات المتعلقة بالقارة الإفريقية. وعليه، فإن للسكرتير التنفيذي دورا بالغ الأهمية، يكمن في تنفيذ برنامج المجلس وتحقيق الأهداف الاستراتيجية المسطرة من طرف الجمعية العامة.


و سيكون على المترشح الذي يتم تعيينه:
• أن يكون مسؤولا باسم اللجنة التنفيذية عن التسيير اليومي للمجلس وفق مبادئ الاحترافية؛
• إدارة الأمانة بتنفيذ البرنامج العلمي للمجلس وأجندته الثقافية؛
• متابعة أمانة الجمعية العامة، اللجنة التنفيذية واللجنة العلمية؛
• أن يكون مسؤولا عن تطوير وتنفيذ استراتيجية جمع الأموال؛
• القيام بجمع الأموال وإدارة الموارد المالية للمجلس بأسلوب ناجع؛
• إدارة العلاقات القائمة بين المجلس والشركاء الماليين؛
• البحث عن مصادر تمويل جديدة لدعم الأجندة الثقافية والخطة الاستراتيجية للمجلس؛
• تنسيق التقارير التقنية والمالية الموجهة للشركاء الماليين؛
• إجراء المفاوضات وتوقيع العقود باسم المجلس؛
• تمثيل المجلس؛
• تنسيق حركية أعضاء المجلس وتطوير نظام "التقارير" للأعضاء؛
• تحفيز الأعضاء للمشاركة في برامج ونشاطات المجلس؛
• العمل على توظيف وتسيير المستخدمين لتنفيذ برنامج نشاطات المجلس؛
• القيام بتطوير البرامج والنشاطات الجديدة وتحفيز الباحثين الأفارقة على المشاركة بما يتوافق مع قوانين المجلس؛
• إدارة العلاقات مع بقية الهيئات لصالح المجلس؛
• تعزيز العلاقات مع الباحثين، الجامعيين وبقية المؤسسات البحثية والمنظمات المهنية والجهوية في إفريقيا وباقي مناطق العالم؛
• السعي لتنفيذ مهمة المجلس العلمية ورسالته.

المؤهلات الواجب توافرها في المرشحين:

1. أن يكون المرشح حاصلا على تكوين جامعي وأن لا تقل الخبرة المهنية (بعد نيل شهادة الدكتوراه) عن عشر سنوات في المجال البحثي و/أو البحث الجامعي؛
2. أن يكون على دراية بمجلس تنمية البحوث الاجتماعية، رسالته واستراتيجيته؛ أن يكون مطلعا على رسالة المجلس و استراتيجيته؛
3. القدرة على تحفيز وترقية الباحثين الأفارقة؛
4. معرفة المجتمع العلمي الإفريقي، وأن يكون معروفا لديه؛
5. أن يكون على دراية كافية بالمنظومة التعليمية الجامعية الإفريقية والسياق الإفريقي تحديدا؛
6. أن يتضمن ملفه عددا مهما من الأبحاث الشخصية؛
7. أن يتوفر على خبرة في مجال البحث متعدد التخصصات؛
8. أن يكون ملما بالاتجاهات البحثية وبرامج البحث في العلوم الاجتماعية؛
9. القدرة على تسيير المؤسسات والبرامج في المجال الأكاديمي؛
10. أن يتوفر على خبرة في مجال جمع الأموال، تسيير الموارد وإنجاز التقارير لصالح الشركاء الماليين؛
11. أن يتوفر على عدد مهم من المنشورات العلمية؛
12. القدرة على تسيير المستخدمين في محيط متنوع ومتعدد الثقافات؛
13. أن يكون على دراية بتكنولوجيا المعلومات والاتصالات وتطبيقاتها؛
14. أن يكون ناطقا باللغة الفرنسية، الانجليزية، العربية أو البرتغالية بطلاقة ومتحكما في إحدى اللغات الأخرى.

يتحدد الأجر الذي سيتقاضاه الموظف على الخبرات السابقة والمؤهلات الشخصية، وسيؤخذ بعين الاعتبار الأجور المعتمدة في المؤسسات الدولية.
