*Final grade/step for NORs will be determined by Washington.

The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Automotive Mechanic in the General Services Section – Motorpool Unit. 

BASIC FUNCTION OF POSITION 

The incumbent is responsible for the skilled maintenance and repairs of 80+ vehicles in the motor pool fleet The incumbent is also responsible for forklifts. Performs skilled mechanical tasks in the diagnosis of malfunctions. Preventive and routine maintenance and overhauling done in accordance with established maintenance schedule. Maintains Event Data Recorders for post’s drive cam program belonging to ICASS and other agencies.
MAJOR DUTIES AND RESPONSIBILITIES:
Maintenance Program: 
45%


Perform productive diagnosis, repair and replacement of general automotive parts and accessories. These are safety and courtesy inspections; specialized repair and replacement services to include fuel systems, on-board computer systems, emission control systems, sound systems, heating and cooling systems, air conditioning systems, exhaust system, hydraulic system, fluid and filter service, drive train/u-joint service, truing rotors and drums, disc drums and brakes, wheel alignments, struts and suspension, engine performance (tune-up, C.V. axle replacement, installing batteries, replacing serpentine, v belts and timing belts, installing starters and alternators, inspecting differentials and specialty installations (drive Cam Event Recorders). Makes thorough inspection of vehicles and assesses performance by reviewing OF-108 sheets performed by drivers, verbal and written reports, discuss with motor pool staff. Responsible for taking vehicles to the vendor/contractor to schedule for an inspection and will oversee the inspection. Reviews the recommendations of the vendor and will look for fraud, abuse and waste by the vendor or motor pool staff to confirm that recommended work is necessary. Make recommendations to Motor pool Supervisor or directly to the American Supervisor regarding repair work and cost. Adequately explains technical diagnoses and needed repairs to non-mechanical individuals which include customers and American employees. 

Procurement, supplies and Billing:

Responsible for maintaining audit trail of maintenance repair costs and workloads, assessing contractors/vendors’ performance and research for contractors that provide better quality and performance. Make recommendations for sourcing services and parts. Negotiate rates/pricing with vendors, but makes no commitments. Responsible for reviewing accounts and correctness and submit them to the Motor pool Supervisor for review. Ensure all maintenance and repair costs are properly recorded on the ILMS data base. Use Internet and email to seek out price quotes from off shore suppliers. Reviews all vehicle purchases prior to ordering to assure all necessary safety features and equipment’s are included in the order (14FAM432.1B). 

Management of working equipment’s, tools, parts and facility:

Places requests for parts and supplies, follows up on requests in timely fashion, and is responsible for receiving supplies to motor pool and keep records up to date. Maintain an independent inventory of workshop equipment’s, tools and parts as well as coordinating with warehouse to request and receive items requested. Keeps warehouse management of mechanical repair problems as they occur. Maintain an organized and neat bay (auto mechanic Workshop). 

Safety and Training: 
10%


Provide training to the motor pool staff as part of the safe driver training program, conducting classes on the driver performance of vehicle inspections and performance assessment, as well as safety precautions. Works with other trainers and supervisors to develop training materials and make presentations. Assures that safety features on vehicles are checked regularly and corrects any defects immediately. Must assess safety concerns and pull vehicles out of fleet for repair as required. Must report such acts to the supervisor. Responsible for assuring headlights are at proper regulated heights. Performs repair works as is necessary assuring that the work is performed in compliance with safety regulations and U.S. standards. As is required will consult other sources to resolve repair issues or pats availability. Will report delays to supervisor and provide full reports on major delays or incidents. Confer with customers to obtain description of vehicle problems, and to discuss work to be performed and future repair requirements. 

Plan work procedures, using charts, technical manuals and experience:

Assist Motor pool supervisor on preparing mishap reports as guided by 14FAM35.2b. Continuously learns new technical information and techniques in formal training sessions in order to stay abreast with rapidly changing automotive technology.

QUALIFICATIONS REQUIRED

All applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
  1. Education: 
    Completion of secondary School (form IV) and qualified vocational school in automotive mechanic is required.
  2. Experience: 
    At least 5 years of strong automotive diagnosis, problem solving and repair experience in automotive air conditioning; routine and preventive vehicle maintenance is required.
  3. Language:
    English Level III (good working knowledge) and Kiswahili Level IV (fluent) is required. (This will be tested)
  4. Skills and Abilities: 
    Must have good organizational skills and sound judgment. Computer literate; ability to use Microsoft Office or suite software is required. Ability to write correspondence in both Swahili and English is required. Polished personal skills to receive official visitors and to conduct coordination with senior host country officials. A current driver's license is required.(this will be tested).
  5. Job Knowledge: 
    Must be able to diagnose and repair automotive air conditioning system and perform necessary tasks of the vehicle maintenance function with minimum supervision. Must be knowledgeable in mechanical repairs of motor vehicle, automotive safety, local laws, policies and regulations. Trained on the proper use of electronic diagnosis equipment; knowledge of late model vehicle computer systems, fuel injection, air condition and hybrid systems is required.
