OBJECTIVES OF THE PROGRAMME
The Health Security and Emergencies (HSE) cluster is aiming at a safer African region where outbreaks, disasters and health security related risks are no longer major causes of morbidity, mortality, and economic loss because they are timely detected and mitigated. The HSE will ensure health security in the African region through prevention, prediction, early detection, early warning, rapid and effective response, and recovery activities to public health effects of emergencies and disasters including disease outbreaks, using an all-hazard approach.
WHO Programme Budget Category 5 ' Preparedness, Surveillance and Response' focuses on strengthening institutional, international and country capacities in prevention, preparedness, response and recovery capabilities for all types of hazards, risks and emergencies which pose a threat to human health. The capacities needed for health security and in public health emergencies include those identified in the International Health Regulations (2005), (emerging or re-emerging human and zoonotic diseases with the potential to cause outbreaks, epidemics or pandemics, food-safety incidents, chemical and radio-nuclear incidents, and antimicrobial drug resistance) as well as hazard-specific capacities related to other natural hazards. The category also encompasses ensuring rapid, effective and predictable response operations in acute and protracted emergencies arising from any hazard with health consequences.
Description of duties
This position will contribute to strengthening WHO's convening role in support of Member States to prepare for, detect and mount a rapid, coordinated and effective response to a public health emergency, and to ensure that identified risks are successfully translated into opportunities to strengthen the required national procedures, skills, coordination mechanisms and health systems.
