Regional Nutrition Services Coordinator (RNSC)


Doctors with Africa (CUAMM), is an international non-profit health organization, headquartered in Italy. Founded in 1950, CUAMM focuses on designing health system strengthening projects, with particular attention to the needs of women and children, and tailored to the specific needs of the countries where the organization carries out projects. Through its evidence based approach, CUAMM works to remove the barriers preventing communities from accessing health services, and to improve the quality of the same services, to achieve accessible, quality and equitable healthcare for everyone.

Summary

The RNS Coordinator is responsible for ensuring timely management and implementation of project activities as foreseen in the project workplan, focusing on the improving the quality of Nutrition care services delivered at health facilities and ensuring appropriate referral of cases from communities to the appropriate level of care. He/she is responsible, together with the Project Manager, of the image and reputation of the NGO at Local level.

Objectives and Expected Results

Objectives

The RNSCs is directly responsible for the good implementation of activities aimed at strengthening the nutrition services offered through IPT/OPD, and for providing coordination support to the nutrition activities implemented by Field Officers at community level.

He/she is also co-responsible to maintain good relationships with government counterparts and other stakeholders at local and District level and, particularly, with National institutions at village, ward, district and regional level.

Expected results:

ER 1: The Nutrition services delivered by the Health System are activated and running regularly. Identified gaps and bottlenecks are addressed effectively. The supply chain of essential nutrition supplies for SAM services (RUTF, F75, F100, ReSomal) works regularly, with no stock outs.
ER 2: Project activities in the region are correctly implemented, coordinated, monitored and accounted for, according to the objectives and milestones foreseen by the project, and in line with national health policies, donor’s guidelines (CIFF), and with CUAMM’s policies;
ER 3: The needs of Health Facilities in terms of training of HRH, restoration, upgrading, and construction works are correctly assessed and implemented so as to improve the quality of nutrition services’ provision;
ER 4: Quality of Nutrition care provided by health facilities is ensured through regular Supportive supervisions and provision of technical assistance;
ER 5: Flow of information along the cascade (from CHWs through Supervisors to the Organisation, and from Health Facilities to the Health Authorities and the Organisation) is ensured.
ER 6: The education and awareness activities are able to promote changes in behaviours and best practices in nutrition, both at level of health officers that are capable of promoting nutrition and ANC/PNC services, and at community level, increasing the detection/referral rate of SAM cases, and creating demand for nutrition services and increasing the sensibility and knowledge on nutrition issues.

Main tasks

· Coordinates implementation of all project intervention activities in the Region, and direct responsible for activities to strengthen Health System’s delivery of Nutrition services;
· Assists in capacity-building of Government counterparts at LGAs and in health facilities;
· Participates in providing technical supportive supervision to the health facilities under the program;
· Participating in preparing plan of action, implementation and evaluation of program activities;
· Assists in the Identification of the gaps and needs of the regional Nutrition services in terms of supply-chain management, quality of care, HRH;
· Follows up closely the implementation of activities as foreseen in the workplan, in order to ensure their timely achievement;
· Provides regular activity reports and assists the Project Manager in writing quarterly reports;
· Supports the Project Manager in ensuring that the programme is in line with national developments, and that Nutrition services are integrated into ANC/PNC Visits for better preparation to motherhood, and better monitoring of the nutrition status of pregnant/lactating women;
· Participates in producing appropriate resources materials for use by the project team, Community workers and LGAs health facilities.
· Prepares and disseminates SAM Treatment guidelines/protocols in health facilities involved in the program;
· Develops and maintains printed education materials on key nutrition topics (severe acute malnutrition, infant and young child feeding, exclusive breastfeeding, complementary feeding…) for use by patients and clinicians;
· Provides in-service educational programs for clinicians on nutritional topics as needed;
· Ensures that the quality and coverage of Infant and Young Child feeding activities meet international and national standards;
· Coordinates and organise CUAMM’s nutrition project in the region with appropriate protocols and best practices;
· Organizes training activities for health and nutrition for both CUAMM staff and Local Government Authority (LGA) staff, builds their capacity by providing formal and informal training sessions to improve awareness and skills with respect to implementation of nutrition activities and provide on-going mentoring;
· Represents CUAMM and actively participate at Regional and District technical forums to advance national policy and practice, if and when requested by the PM;
· Where appropriate, plays an advocacy role for change based on field experience;
· Monitors the nutrition situation in the target and neighbouring areas and provide advice on additional actions that need to be taken to respond to the situation;
· Maintains good relationship and close collaboration with nutrition stakeholders within the region;
· Supports District/Regional Nutrition Officers, District and Regional Health Management Teams involved in implementation of the nutrition program.
· Identifies bottlenecks in implementation of annual work plans, participates in formulation of remedial actions and ensures effective implementation of recommendations.
· Contributes to the preparation of donors’ reports, project proposals and other strategic documents according to needs.
· Identifies capacity building needs among Government partners for continuous improvement in the quality of nutrition services.
· Performs related work as requested by the PM.

Qualifications & Experience

Senior Assistant Medical Officer/Clinical Officer with degree in nutrition. Experience in the management of SAM at both facility and community levels will be an asset;
Familiarity with use, storage and handling of therapeutic foods;
At least 5-10 years working experience in nutrition/MNCH or related projects;
Have experience in working with Local Government Institutions, CSOs and stakeholders;
Fluency in both spoken and written English;
Knowledge of computer packages of MS-Office (good command of excel) and Internet.
Languages

Perfect and demonstrated command of the English language, both written and spoken, is required

Contract Duration

10 months contract, renewable

Duty Station

Songea/Bariadi regional coordination offices

CRITICAL ASPECTS

The RNSC will be integrated in CUAMM in-country staff structure, at level of Project Regional sub-office, and will be required to travel as often as needed.

Therefore he/she must ensure:

Willingness/capacity to reside in project implementation region, and to travel, often to rural areas;
Capacity to keep principles and general objectives of the organisation as points of reference;
Capacity to respect roles and responsibilities as per CUAMM Tanzania organogram/structure;
Capacity to maintain good and regular relationship with relevant Nutrition authorities;
Participation to Project Management Team Meetings;
Good level of coordination and communication amongst different projects.

Lack of the above mentioned requirements could affect the project objectives
