Senior Transport Specialist
The World Bank Group’s Transport and ICT Global Practice (T&I GP) seeks to improve virtual and physical connectivity of developing countries to promote economic and social development. It responds to the needs of developing countries and transition economies for modern and reliable transport and ICT solutions. These needs are growing exponentially under the combined effect of globalization, population growth, urbanization, economic development, and technological progress – making transport and ICT a cornerstone of the global development agenda.
To serve our clients, the T&I GP offers comprehensive financial and technical assistance solutions. This includes the entire range of financial instruments (loans, zero to low-interest credits, grants, and guarantees), the facilitation of financing through trust fund partnerships with bilateral and multilateral donors, reimbursable advisory services, and comprehensive knowledge offerings. T&I manages an active World Bank transport portfolio of $41 billion and ICT portfolio of $1.5 billion (as of Aug 26th, 2015), making the WB the largest provider of development finance for transport globally.
The Practice is led by a Senior Director and a Director, supported by six Regional Practice Managers (PMs) for the delivery of transport operations and analytical and advisory work, two PMs in charge of ICT operations, one PM in charge of knowledge and operational support, one Lead Economist, and five Global Solutions Group Leaders managing knowledge offerings in areas, such as development corridors and regional integration, road asset management and rural accessibility, road safety, urban mobility, and broadband access for all. The T&I leadership team further includes staff leading the agenda on railway development, air transport, mainstreaming ICT, green transport and ICT, leveraging the private sector, gender, jobs and FCV. To execute our work program, T&I has also established important partnerships inside and outside the WBG, including with other international organizations, the private sector, and civil society.
Transport & ICT Africa Global Practice Unit
The Transport and ICT Global Practice (GTIDR) Africa Unit wishes to recruit a Senior Transport Specialist to be based in Dar es Salaam, Tanzania. GTIDR’s mission in the region is to reduce poverty and promote economic growth in the Sub-Saharan Africa (SSA) region through supporting the development of reliable, efficient, cost-effective, and safe transport infrastructure and services, which are environmentally and socially responsive.
GTIDR works to accomplish this by helping countries in SSA to formulate policies, strengthen regulations and institutions, and prioritize investments in the sector to support sustainable economic and social developments in SSA. GTIDR works in close partnership with the African Development Bank, the European Union, and many other donors in SSA countries (JICA/JBIC, DFID, CFD, OPEC funds, India and China), both in financing operations and in the policy dialogue. GTIDR in the Africa region has a rapidly growing portfolio of nearly 50 projects under implementation or preparation, with an aggregate value of over US$ 7.5 billion.
This portfolio is increasing by 5-10 projects per year, with a slightly smaller number closing over the same period. The recent record replenishment of IDA17, together with the greater focus on fragile states, gender equality, transformational projects, greater private sector participation, and climate change, is likely to lead to a further increase in both the diversity and scale of the portfolio. The selected candidate will be expected to participate in the Bank’s transport sector work and operations in Tanzania and the immediate East Africa region.

Duties and Accountabilities:
GTIDR would like to hire a Senior Transport Specialist to lead a transport policy dialogue and to assist in preparing and supporting the implementation of the transport portfolio in Tanzania and in the immediate East Africa region. The position requires candidates with expertise and practical experience in broad issues in the transport sector, which include but not limited to railway, waterways, highways, road safety, trade facilitation, transport policy, combined with an appreciation of transport engineering, together with an awareness of the challenges/difficulties of working in low income countries. Broader knowledge of the key issues in the transport sector as a whole would be advantageous. The primary objectives of the assignment will be to:
•Lead and participate in the preparation and implementation support of transport projects, covering the core elements, but also incorporating the key cross-cutting issues such as gender equality, private sector participation, climate change;
• Participate in the policy dialogue, together with other development partners, under the guidance of the Program Team Leader and Practice Manager, with external stakeholders in the country and region;
• Develop capacity in the pertinent implementing entities to plan, develop, and manage transport projects under their jurisdiction, and pay greater heed to the cross-cutting issues of gender equality, climate change, inter alia; and
• Promote the participation of the private sector in provision of roads and transport services.
The specific duties will include inputs to project preparation, supervision and contribution to analytical studies consistent with the Bank’s sector strategies, with particular focus on:
• Providing support and guidance to improve the quality of transport projects in general, through technical advisory, quality assurance, and junior staff mentoring;
• Providing guidance and leadership for the development of Bank strategies, particularly with respect to issues related to institutional design of implementation agencies, financing, and public private partnership options;
• Working in teams in other sector units with transport components in projects, enhance the quality of project design, implementation and supervision, and related technical assistance components; and
• Supporting the formulation and implementation of institutional reforms and capacity building initiatives in the road sector in cooperation with responsible agencies and other partners at country level.
